If you're parking a vehicle overnight in the lots along Hannah Way and Martha Drive in Rockland, Mass., please be aware vehicles get vandalized on this mismanaged, subsidized property. Lug nuts get loosened. Tires get slashed; hoods, trunks, and doors get dented and gouged. Who are the vandals? .... Perhaps slanderous strays who come out after day to spell, scratch, and carve foul phrases on cars? Over the years, I've read some gruesome graffiti gouged into tenants personal property. Last year, the property manager of Rockland Place simply advised residents to always check each one of their nuts before driving away.
Early Friday evening, February 3, 2012, a noisy crowd gathered at 34 Martha Drive to witness another 'disturbance'. Some people grew distraught at the thought of this chaotic incident possibly turning into another blood bath like the violent slashing inside building 63 Martha Drive last year. Officials from the Plymouth County Sheriff's Dept. and BCI (Bureau of Criminal Investigation) snapped photos and investigated.
Promised on-site security cameras in common areas might help Management and local Police better define and resolve some of the ongoing safety issues at this troublesome housing complex. In the meantime, Rockland Place dba SpringGate Apts. remains a liability, instead of an asset, to civilized citizens in the Town of Rockland.

First of all, I'd like to wish everyone a happy new year for 2012. If you're living at Rockland Place Apartments dba Spring Gate Apartments, I wish you a better place to live before your suffering begins.... (or is it too late already?)
I can't believe I was startled from my sleep again. I had another nightmare where I thought I was living at Rockland Place Apartments in Rockland, Mass. YIKES!
Strangely enough, most of my nightmares are reality-based. Around 3:00 this morning, I dreamed of boarded up hallway windows with clouds of black smoke inside my apartment and hallway again. Head-of-maintenance torched another building and displaced more low-income residents. She ditched the plumber's torch in a closet and took off out of the building while laughing at a 3-year-old girl who was terrified by the fire alarms sounding. (The fire alarms worked appropriately in the nightmare.)
Believe it or not, some of my ongoing nightmares are actually more pleasant than the realities of living in subsidized housing. At least in my nightmare, the unlicensed torch-bearer was fired from her job so she couldn't harm any other tenants. In reality though, this maintenance person was promoted to property manager. YIKES again!
I thought by now I'd be able to forget the chaos, the fires, and the property managers' abusive and unethical tactics at that subsidized housing complex. I guess I'm still recovering. Living at Rockland Place dba SpringGate has been a costly, never-ending nightmare. For some reason, corporate owners and management have little need to comply with laws and lease agreements; probably due to their powerful associations and substantial political campaign contributions.

HUD claims their mission is 'to create strong, sustainable, inclusive communities and quality affordable homes for all'. It's to be expected then, 'Affordable homes for all' does NOT EXCLUDE: full-time employees of the corporate landlords who commit fraud, drug dealers, ex-cons, perverts, and practicing substance abusers. What makes me say this? ...Because this describes some of the residents receiving affordable housing at Rockland Place dba SpringGate Apartments in Rockland, Massachusetts. Some of the unethical or illegal acts on this property are assisted by authorities.
HUD insists they are working to strengthen the housing market to 'bolster the economy and protect consumers'. Huh?   Truth be told, most legitimate consumers are NOT protected in subsidized housing. When legitimate tenants of the HUD-subsidized Rockland Place reported violations, and then, the ongoing retaliations by lobbying corporate landlords and management, HUD did not protect the innocent taxpayers, renters, or consumers. Furthermore, the deceptive text on HUD's website misleads a consumer to believe they will be protected by HUD's rules and regulations and by state and federal law, but these are rarely enforced for consumers of subsidized housing. Residing in this type of housing is truly a disempowering experience for legitimate consumers who, all too often, get treated with contempt and disrespect. As one subsidized property manager explained, "We can do whatever we want." AND   "You can lay on your back for repairs."
I can recognize that subsidized housing bolsters and enriches those involved in certain corporate partnerships, but does it honestly bolster the economy? The key word here is honestly.
   As far as, 'HUD utilizing housing as a platform for improving quality of life, and building inclusive and sustainable communities free from discrimination' .... If you're able to imagine being wrongfully convicted and then having to pay rent to an abusive prison facility with corrupt guards in control, then you'll have a better understanding of the real 'quality of life' in subsidized housing. The type of subsidized housing, that exists on Martha Drive and Hannah Way in Rockland, has proven itself to be a nightmare, not only to the honorable American taxpayer, but to the truly needy and vulnerable tenants who become further victimized with a systematic approach to lose more American rights and freedoms through corruption, cronyism, and socialism.
   By the way, more subsidized housing is being developed in South Weymouth. It all sounds so beautiful and wonderful and nice, especially when Americans are desperate for jobs and housing. I have to wonder though .... Is creating larger developments really the best solution to resolve the homeless and unemployment crisis in the USA? Let's not forget, developers, corporate partnerships, and politicians have a tendency to make promises they don't keep, especially when big money is involved. Usually, newly built, privately-owned; yet, government-financed housing complexes stay nice for 10-15 years. Then illegal drug deals and an increase in crime usually become major problems to frustrated residents who are too disempowered by large corporations, partnerships, and their powerful lobbyists.
According to Thomas Grillo's detailed article in the Boston Business Journal:  Southfield will feature 2,855 apartments and homes and 2 million square feet of commercial and retail space. The development will also include more than 1,000 acres of parks and dedicated open space, a links style golf course, and a $20 million sports and recreation complex. The $2.5 billion project is expected to result in 6,000 construction jobs, 4,000 permanent jobs and represents one of the biggest hubs of job growth and economic activity in the Bay State, the developer said. Governor Deval Patrick's administration has invested $45 million to construct the East-West Parkway, a regional transit improvement connecting Routes 3 and 18. Congress has pledged $8 million for other transit improvements. Southfield Highlands, the community’s first residential neighborhood near the on-site South Weymouth commuter rail station, is under development and is expected to result in 1,400 construction jobs and 80 permanent jobs. Construction has begun on 226 units of studio, one, two, and three-bedroom apartment homes being developed by John M. Corcoran and Co. Negotiations over the future of the former South Weymouth Naval Air Station, which was closed in 1997 by the Pentagon, have dragged on for more than a decade. South Shore Tri-Town Development, a semi-independent agency, was formed in 1998 to oversee development of the 1,400-acre site. In 2002, the agency selected LNR Property LLC to serve as the master developer.

Gov't Funds Used to Offend Public Morality

Though we may read several news articles and scandals existing in subsidized housing, I'm guessing much of the unethical and illegal conduct remains silenced and unpublished. Certainly we heard of the tenant living in a subsidized apartment to be able to afford their Satellite Dish and cocaine habit. Have you heard the one where subsidized property employees at Rockland Place or Spring Gate Apts. tear down posted anti-drug notices provided by HUD? And, instead of owners having to comply with lease agreements in subsidized housing, Section 8 vouchers are unethically provided a tenant who reports crime at Rockland Place. Let's not forget the recent scandal in regard to illegal campaign contributions paid by Mr. Winn, a housing developer in Boston. (But, of course it wasn't to influence anyone with power, silly!)
And now we read of a harassment claim being paid with housing funds in Chelsea, Mass. “Local housing authorities are expected to notify DHCD if state funds are being used to settle any legal matters,’’ said Deborah Goddard, general counsel of the state Department of Housing and Community Development. Verrry interesting! I just came across this well-written article by Eric Convey, the Managing Editor of the Boston Business Journal, published Oct. 28, 2011...... Real estate magnate Arthur Winn and his Winn Columbus Center Limited Partnership have agreed with federal prosecutors to plead guilty to campaign finance violations and pay fines of $1.5 million or more, U.S. Attorney Carmen Ortiz's office said Friday.
Winn, 72, of Chestnut Hill, was charged Friday with violating federal campaign laws by using other people to make more than $150,000 in campaign contributions in excess of those allowed by any one individual under federal law. Winn could face up to one year in prison, Ortiz's office said in a prepared statement.
Some of the money used to reimburse donors came from "publicly-subsidized housing communities," Ortiz said in a prepared statement. She added: "Using strawmen and conduits to conceal the true source of campaign funds.... (Read more details by clicking here.)
This article reminds me of Mr. William M. Connolly, who worked with, or for, Mr. Winn at Faneuil Hall. At a meeting with tenants at Rockland Place / Spring Gate Apts., he responded, "It's all about the politics."
Considering what goes on at the subsidized Rockland Place apartments, including the hushed requirement for residents to sign fraudulent documentation, perhaps a more accurate phrase would be, "It's all about the swindle."

First Hartford Corp. has a .005% ownership interest in and is a general partner of Rockland Place Apartments Limited Partnership (the “Partnership”) which was formed under the laws of the Commonwealth of Massachusetts on May 15, 2006, for the purpose of owning and operating a rental housing project financed with loans from Massachusetts Housing Finance Agency (MHFA) and subsidies from U.S. Department of Housing and Urban Development (HUD). Due to higher rents, rental income from the apartment complex in Rockland, MA increased approximately $247,000 during fiscal year 2010.
The Partnership entered into an agreement with the Rockland Housing Authority whereby the Housing Authority has the option to purchase the property after the 15-year tax credit compliance period on January 1, 2024, from the Partnership. What would this mean for residents in 2024 ?

October 18, yesterday around 5:30 p.m., Rockland Police were called to SpringGate Apts., Rockland, MA over an alleged assault to a 7-year-old girl along Martha Drive by an older black male with a teardrop tattoo under his eye and a skull tattoo on his forehead. The girl's backpack was rummaged through and tossed. Police searched the area and questionned several residents. They asked if anyone saw a man meeting that particular description or if the man could possibly be staying in one of the vacant apartments.

Guess Who's Coming to Dinner?

Management of Rockland Place dba SpringGate Apartments posted a notice today regarding another inspection of apartments and buildings, scheduled for October 3 and Oct. 5, 2011. Not surprisingly, one of the specific company names mentioned in the notice, Fire Alarm Systems, Inc., can not be found under Massachusetts corporate filings or even under filings for public corporate records. This website on Spectrum Enterprises was found.
Did you know that State agencies may allow owners to reconstruct records when the situation warrants, consider incomplete or imperfect documentation, and accept credible oral testimony to determine the owner/taxpayer’s overall compliance with the requirements of IRC §42? Hopefully, tenants have nothing better to do with their day because no time of day for apartment inspections was provided. Management's notice warns all residents to be prepared on Monday for a visit from the auditors as units will be chosen at random. Potluck anyone? On Wednesday, residents should be prepared for fire alarm testing and inspection on the third floors of each building and for access to second floor apartments too. Though it's important to have an impartial, no conflicts of interest inspection of this subsidized property, shouldn't the fire alarm system inspection be conducted prior to the one for LIHTC?
With more than enough time provided to Management for these inspections, they've prepared to collect on their affordable housing meal tickets once again. Staff has spiffied up their subsidized property as if their finest china were on display. However, with doors suddenly repaired, railings painted, and carpets shampooed, etc., handicapped units remain in non-compliance of the Fair Housing Act. It's too bad for vulnerable tenants and taxpayers that an audit to allegedly monitor Management's compliance with the LIHTC (Low-Income Housing Tax Credits) Program will, more than likely, fail to reveal abuse of power, harassments, drug dealers, and live-ins remaining on this property.

Some policies needing immediate attention from HUD and Management:
1. Tenant Selection Plan - A formal written policy statement, developed by the owner and available to the public, that clearly states the procedures and criteria the owner will consistently apply in drawing applicants from the waiting list, screening for suitability for tenancy, implementing income targeting requirements, and offering housing assistance and/or assisted housing units. The Tenant Selection Plan also includes policies applied to residents of the property such as how unit transfers are carried out.
2. Unauthorized Occupant - A person who, with the consent of a tenant, is staying in the unit, but is not listed on the lease documents or approved by the owner to dwell in the unit. An owner must follow State or local law regarding an unauthorized occupant and establish an equitable and consistent policy and incorporate that policy into the house rules.

You know the story.... "The development was in danger of foreclosure if its financial and physical condition was not restored" MassHousing said in a press release. The stories always mention drugs and crime in such places with false promises of cleaning up the crime and how much better the quality of life for low-income residents will be. Uh-huh.
The following article informs readers about the negligent property management company called Cornerstone Corporation. By the way, MHFA or MassHousing previously selected Cornerstone Corporation as the 'SuperHero' management company for Clarendon Hill Towers, Rockland Place Apts., and several other housing complexes too. Since 2005, MassHousing went on another corporate partnership kick. Can you guess the name of the newly-formed super hero Limited Liability Corporation that flew in to improve Clarendon Hill Towers and Rockland Place Apts. from 2005? To date, state and federal agencies remain indifferent about Management's non-compliance with the Fair Housing Act, Laws, and HUD's rules and regulations. The Housing Development should conform to requirements of local, state and federal laws, rules, requirements, ordinances, orders and codes, Federal Fair Housing Act and Americans with Disabilities Act (“ADA”), as applicable.
Whether it be handicapped accessibility, the pet policy and Management's allowance of pitbulls, their unfair parking policy, and the harassment of tenants, Management consistently applies different standards and enforcements to different households. Safety code violations still exist for some tenants since the government-funded renovations in 2005. Why does this corporate landlord, property manager, or representative refuse to sign the tenants' copy of lease amendments and numerous recertification documents?
If worrying about car vandalism on this property isn't enough, some resident vehicles that are in full compliance of Rockland Place LP's Parking Policy are still being unjustly towed from the housing complex. There are currently vehicles with parking stickers that read "CORNERSTONE CORPORATION" while other stickers read, "SPRING GATE". It would be helpful for management to offer only one type of parking sticker per household to avoid some of the confusion with their unfair parking policy.

- September 19th, late afternoon, a large crowd gathered outside of 92 Martha Drive over another loud dispute and disturbance.
- Gunshots were heard on September 9th and 10th around 11:45pm, and September 16th around 9:30pm along Hannah Way and Martha Drive. Description of a male was provided to Rockland Police. Police cruised the apartment complex, but found no one matching the reported description.

Invisible Rules are Useless Tools

MassHousing representatives claim that when a housing complex (like Rockland Place or Spring Gate Apartments) is funded by HUD, the corporate partners and property management are required to follow the rules contained in HUD Handbook 4350.3 REV-1. Chapter II of this Handbook summarizes Federal non-discrimination requirements and lays out for housing providers that receive federal funding from HUD, what they must do, should do, and can do when it comes to Fair Housing. Fair housing requirements are also incorporated throughout the rest of the HUD Handbook which discusses all aspects of housing management.
While this information might look impressive in print, it would be much more impressive if these rules, laws, and statutes were actually enforced. Residents at Rockland Place have not been provided documentation of specific criteria for tenant selection at this poorly run housing complex. Management's rules are inconsistently applied. This corporate landlord refuses to comply with Massachusetts General Laws, Chapter 186, Section 21. If you're a low-income tenant and would like a hard-copy of this HUD Handbook 4350.3 REV-1, perhaps HUD could provide you one with a written request. ?
Executive Order 11063: Prohibits discrimination in the sale, leasing, rental or other disposition of properties and facilities owned or operated by the federal government with federal funds.

So much for the atmosphere at this 204-unit subsidized, multifamily housing complex. Living here can feel like your under the thumb of public and private drug cartel. Rockland Place dba SpringGate Apartments is often thought of as the gateway to hell. Not much has changed with all the millions of dollars in state and federal grants, except new siding, gas conversion, and more corporate partners known for committing HUD fraud.
Partners in crime have joined forces in the profitable facade of helping those in poverty as they aid illegal activities. Management says 'no dogs and no drug dealers allowed', but it depends on who you are and who you know, as to whether or not any of the rules apply. Property Inspections for HUD

Rockland Place dba Spring Gate Apartments will be getting a REAC inspection by the lowest bidding contractor, Inspectors Servicing America Inc. Hopefully, there will be no conflicts of interest so that property management will finally get those handicapped units and the appropriate resident list in honest compliance with HUD regulations and fair housing laws.
This outside contractor will be inspecting several other subsidized properties for HUD. As of today's date, residents on Martha Drive and Hannah Way haven't been notified by owners or management of the upcoming REAC property inspection for Rockland Place. It is scheduled for Wednesday, August 17, 2011.

Affordable Housing Not So Affordable

Along Martha Drive and Hannah Way, Rockland, Massachusetts, most residents pay 30-40% of their income to the HUD-financed landlord, to then be habitually denied peace, privacy, and security in resting, sleeping, reading, writing, etc. Do American citizens really want more of these affordable multifamily housing complexes created where innocent, vulnerable residents are clustered amongst people who deal drugs, have criminal records, and/or who violate them? The sewer cover in the middle of Martha Drive, where drug traffic frequently travels, was removed by vandals. It was noticed missing around 3:00 a.m. The Rockland Highway Dept. and Spring Gate Apt. maintenance were notified.

Also this weekend, several vehicles each had two tires slashed at Rockland Place dba Spring Gate Apartments. Two vehicles were in the guest parking area while the other two vehicles were parked along Martha Drive.

How many ethical and unethical individuals, behind these ever-changing company names, have access to tenants' personal information, lives, and futures? For purposes of self-protection and freedom of choice, all Americans need to have access to each individual name behind every corporate and partnership name. This information should be readily available prior to doing business with any corporation.
Some HUD-subsidized corporate landlords habitually put their best foot forward with attempts to discredit, retaliate, and/or harass vulnerable tenants who speak out against violations. They pretend to provide safe, decent, affordable housing while dimming the lights and providing shared units for dealers, perverts, and felons. ACORN employees have been nailed time and time again for fraudulently registering voters (including Mickey Mouse and the Dallas Cowboys football team) — allegedly for the purpose of sweeping Democrats into office. The vicious attack left a 16-yr. old bleeding from repeated stab wounds on Church St.
     JUNE 30, 2010 -- Shane Perez, 17, and Aaron Dorsett, 18, were charged with two counts of assault and battery on a public employee and assault and battery, disorderly conduct and disturbing a school.
    JULY 21, 2010 --  Two Rockland brothers were arrested after allegedly robbing someone at gunpoint during a drug deal at Rockland Place Apartments dba Spring Gate.  Aaron J. Dorsett, 18, and Todd J. Dorsett, 20, who both live at 50 Concord St. in Rockland, were due to be arraigned at Hingham District Court.

The tax-credited MHFA and HUD-financed Spring Gate Apartment complex is located on Martha Drive and Hannah Way. This 204-unit housing complex is within a short walking distance of 5 Union Street and 50 Concord Street. Purcell, the Dorsett family, and a few others who are allegedly involved in drug deals and violence lived at Rockland Place Apts., also known as SpringGate. Some of the problems continue to frequent and/or reside at this subsidized property with management's and authorities' unspoken knowledge and selective enforcements.

Let's Support the Live-ins

Well, it's that time again! July 10, 2011, residents of Rockland Place dba Spring Gate Apartments received another notice from the Spring Gate Property Mismanagement Team of a meeting scheduled with residents and MassHousing for Monday, 6:00 pm, July 25, 2011 at the Community Room.
     This is a formal notice of another proposal to raise their 'affordable into perpetuity' rents. They incorrectly list the FHRC Management office as 30 Martha Drive, Rockland, Mass. This corporate affordable-housing landlord is now receiving over $1000.00 monthly for most subsidized units.  They also receive undeserved low-income housing tax credits.
     The notice lists 5 creative reasons for this request to raise rents up to $1495.00  monthly. One item states the subsidized property is in very good condition overall, but there is a plan to replace 24 bathtubs in 2012. Is this how they plan to clean-up the hushed-up crime in this housing complex? Again, there's no mention of the installation of those promised security cameras; just be sure to check each of the lug nuts on each tire of your vehicle before exiting their parking lots.      SpringGate's notice fails to mention Management's silent approval of live-ins who continue to use utilities. Here's just one suggestion to help improve the budget at Spring Gate: List all live-in's names on legally-binding lease agreements and include every resident's income. Oh, and let's not forget those privileged tenants who remain in oversized apartments that Ms. Janet Hamilton cleverly calls, 'Affordable Penthouse Suites', reserved for residents who remain silent.
     It appears unenforced policies, including live-ins who are allowed numerous parking spaces and threatening behaviors, are just some of the benefits, exclusive for Management's privileged households. Of course, an annual MassHousing inspection never reveals these serious, unfair, and unsafe housing issues.  Do you think Management's request to raise your rent will really be approved by MassHousing once again? Probably so.

Another Murder in Rockland

     Within walking distance of Rockland Place dba SpringGate Apartments, another person was murdered. Fifty Concord Street is a 5+ unit, 3-story, multi-family residential building and is considered another trouble spot in Rockland, Mass.   Some residents in the neighborhood complained of drug activity and frequent police visits prior to the shooting.
     It's troublesome when landlords claim to do background checks on all their tenants, yet continue to rent to violent people and druggies.  Some landlords may avoid putting felons on a lease by playing the ignorant game of, "But we didn't know our tenant had a live-in, so how could we possibly know to check his/her criminal history?"  These deceptive business practices and unenforced policies easily creates a nuisance neighborhood.
     Rockland police and investigators looked over paperwork at the building where Tina C. Gonsalves was fatally shot yesterday. Investigators believe a wounded man also was a victim of the shooting.      As American consumers, we are losing our rights and protections.  When corporations and lobbyists contribute money to political campaigns, laws quietly and slowly change to favor corporations.  As Americans, we deserve the right to know who we're really doing business with.
     Nowadays, it's not enough to simply know a company or partnership name. Those names are too easy to come by, and too easy to change.  Villains and perverts hide behind, and use, several different business names; they dba, invest, create mergers, hold shares, and partner.  A business person, clerk magistrate, judge, or lawyer, with a history of unethical practices, should not be left empowered. Certain employment positions make it easier to anonymously harass, take advantage of, and even stalk individuals. Through corruption, inaccurate credit reports and light reprimands for wrongdoing, the consumer remains disempowered.
     Some regulations and laws are known to aid and protect wrongdoers. For example, when twisted corporate property owners/management remain in charge of a subsidized property, they have easy access into a person's personal life and cause great harm. Liberties and protections for American consumers should always be a main focus of concern whenever any amendment is made to any regulation or law. Consumers need effective enforcements, fairness, and justice; not more loopholes in more laws to benefit the perverted.
     Now, more than ever before, Americans need to remain aware. We need to have the right to know every individual's name behind every business name and affiliation, especially when a business has access to our personal information. We need to be aware of who we're really doing business with, who we further empower with our money. Without this information, we remain vulnerable. Without this, American citizens lose their right to freedom and choice.

Wachovia isn't the first bank to launder drug money. And, as usual, when it comes to dirty deeds committed by influential CEOs, their punishment is mild for the seriousness of the crimes committed. Though 'affordable' housing complexes or HUD-financed projects are known for drug distribution, I didn't realize I lived in such a place until after I reported an assault on their darkened multi-family property in Rockland, Massachusetts. I had no idea one of the punks in the drug gang was a police officer's son, who was previously involved in a murder. Upon my reporting the incident to authorities, the response of the subsidized corporate property manager and local police was peculiar. And, to make a very long story short, the manager from Cornerstone Corp. insisted she could do whatever she wanted to do.
Mr. Paul Rhuda from Cornerstone falsely accused me of slandering him all over the internet at a rent increase meeting; representatives and employees from this same corporation caused at least one of the fires inside my apartment and was later promoted; they had much of my personal property destroyed and stolen; threatened to ruin my credit history; and made my life hell in various ways for at least 10-years. It's no coincidence that there are other good tenants in other 'affordable housing' complexes with similar experiences, i.e. RoxSe Homes, Lincoln Village, Clarendon Hill Towers, Mass.

The SpringGate Shuttle?

     New towing notices were posted in the first floor hallways of the SpringGate Apartment buildings, June 10, 2011. A copy of the 'private property' tow notice mysteriously vanished from this blog within 1-week of its posting. Therefore, here's a description of Management's most recent towing notice.... (It shows a picture of a colorful truck towing a car and reads): Private Parking, No Overnight Parking without a Resident Sticker. Between the Hours of 11 p.m. and 6 a.m., violators will be towed at vehicle owner's expenses. Towing Company: Joel's Auto Transport, Phone 1-508-378-7831, Joel Barchard
    Anyway, one regular tow truck and one longbed transport vehicle appeared within 14-hours of Management's posted tow notice. When the newest tow company 'Joel's Auto Transport' began to tow one of the parked vehicles, an upset person on the HUD-financed property approached the driver.  Rockland Police were called and the price was negotiated for a drop.
     Rockland Place dba SpringGate Apartments dba Rockland Self-Storage is most definitely an unfairly operated 'affordable housing' complex. Lease agreements, pet and parking policies don't necessarily apply to those privileged households.
     Wondering what happened to the previously hired and unlicensed Firehouse Towing. Did Joel's Auto Transport tow them away? And, what about Mike's Towing?

FRUSTRATIONS of a FAILED SYSTEM

     Once again, lightning strikes or electrical storms are being blamed for damage to the fire alarm panel at the new and improved Rockland Place dba SpringGate Apartment complex in Rockland, Mass.   Could this possibly be another insurance claim or perhaps another kickback scheme? (beep! beep!)
    When corporations and newly-formed partnerships received billions of dollars in government grants for renovations, another expensive alarm system was installed in 2007.  (beep!)    Still, SpringGate residents have little peace of mind-- It's unsafe when a fire alarm system is repetitively compromised. It failed again on the evening of June 1, 2011. (beep! beep! beep!)
     The following day, the 204-unit complex began another FIRE WATCH and notices were posted on main doors of apartment buildings:
As you all know, we had an electrical storm last night and the fire alarm panel has been compromised. We are working with the Rockland Fire Dept. and the fire alarm company to assess the damage. There will be a fire watch on for the night. Please call 911 in case of emergency.

ABC's Nightline found in a joint investigation with the Center for Public Integrity, the federal government's low-income housing programs, which cost taxpayers $26 billion a year, are plagued by theft, mismanagement and corruption at local levels, including millions spent on housing for sex offenders and dead people, and all too often fail the 3 million families who rely on them for a clean, safe place to live.

Today an armed robbery involving at least one gun occurred in Rockland, Mass. Several suspects were seen fleeing from John Dunn Dr. into Rockland Place dba Spring Gate Apartments. Police cruisers lined Martha Drive around 2:15pm, while other officers searched the area on foot. One of the suspects was apprehended by Rockland Police from the household of the infamous 74A Martha Dr.
Is this what the new partners of Rockland Place meant when they promised Board of Selectmen they'd turn the housing complex into an asset instead of a liability?

Affordable Housing Makes A Difference

GOOD affordable housing makes a good difference to children, individuals, families, and communities. However, BAD affordable housing makes a bad difference. And nowadays, it appears as though bad affordable housing is on the rise. Raising our children in affordable housing can probably best be compared to raising our children in a prison facility.
What makes bad housing? One example is when Management is allowed to be in non-compliance of lease agreements, rules, and regulations, then supports and excuses those residents who do the same.
In too many instances, children in government-financed and privately-owned affordable housing witness drug deals and violence on a regular basis. This could lead to an increase in problematic behavior, development difficulties, dissociation, and post-traumatic stress disorders. How is this good for society?
The 'new and improved' Rockland Place playground has turned into an underage pub. Drug deals continue to be witnessed in parking lots and hallways by visitors and residents on Hannah Way and Martha Drive in Rockland, Massachusetts. Property managers pretend to be either oblivious or concerned.  Their safety concerns are shown only through typed text on distributed notices while they eagerly await another guaranteed rent increase approval by MassHousing or MHFA.

Despite repeated concerns for ongoing criminal activities and non-compliance on this tax-credited and subsidized property, owners have yet to install security cameras in each of their parking lots and along their single entrance near John Dunn Drive.   Management continues to rent to ex-cons and to households in violation of occupancy agreements, rules, and regulations. Management may as well say, Oh, but of course you can keep your subsidized apartment when you've been arrested for attempting to break-in to another unit with knives! .... So what if you walk around the property with a gun or a bag of cocaine. .... And, when you slash someone with a sword, we'll just call you Mr. Slice and Dice!

So, most definitely, affordable housing makes a huge difference in a child's life. Children in affordable housing can hear and watch from bedroom windows, their fine upstanding role models stagger, fight, and deal drugs in courtyards, and maybe even see that it's okay to get arrested once in awhile. Children in affordable housing can, and have, awakened to the blood-curdling shrieks of bloodied and battered neighbors assaulting or assaulted with boulders, beer bottles, and baseball bats. Children who survive bad affordable housing can learn to feel hopeless and helpless, to shut up and shut down, to fall victim or to victimize. They can learn that crime pays and money matters most, because human beings certainly don't.
    Affordable housing equals more tax credits and money for corporate affiliates to overprice unimportant renovations of new vinyl siding and dishwashers. It's a pay raise for wardens whose spoken words of concern contradict the typed text in notices: There are worse places to live. .... It's better than being homeless. .... Move if you don't like it! .... Just cuz I caused another fire, you didn't have to call the fire dept.! ..... We're working on it. ..... We can do whatever we want. ..... Oh, and, .... Leisure Travel Club Located in HUD Housing

Rockland Place doing business as Spring Gate Apartments can be found at Hannah Way and Martha Drive in Rockland, Mass. Thanks to a number of corporate partners and affiliates, it continues to do a booming business, even with low to average compliance and inspection scores by HUD and MHFA.
Each of the 32 renovated buildings inside this apartment complex holds 5 to 6 units, totaling 204 units altogether. This Section 8 housing has an interesting mix of business listings with 1, 2, and 3 bedroom subsidized apartments. (See archives of other articles listing more businesses at this state and federal-financed multifamily housing complex.)

From a recent online Yellowbook listing, it appears Kevins Leisure Travel Club of 83 Hannah Way shares this subsidized housing complex with several low-income, elderly, and handicapped residents. Oh, and speaking of leisure travel, Spring Gate management sent around another warning notice that lug nuts are still being loosened on some of the residents' vehicles. Management advises you to check each of your 20 lug nuts each and every time before driving out of this affordable prison facility. And, though you risk years of retaliation, please don't forget to keep telling the careless wardens at Spring Gate Apts. whenever you notice any suspicious criminal activity on their premises. They care for their tenants' lives so much that there are still no security cameras in place on this nuisance property! -- promises, promises.

A notice was attached to the outside entrance doors of each building this past week. In summary, the notice reads that a company called Firehouse Towing will be towing vehicles for snow removal purposes and will also remove vehicles from 11pm thru 6am for residents denied a parking permit.

Does the company 'Firehouse Towing' legitimately exist in 2011?
Aren't tow companies required to be licensed and insured in the state of Massachusetts?
Shouldn't 'Spring Gate' residents have a right to be informed of the tow company's legal name, license number, current address, and current insurance information?

Here are some interesting facts uncovered about the tow company Rockland Place dba Spring Gate Apartments has hired or contracted with to tow vehicles from this subsidized housing complex. Firehouse Towing or Firehouse Inc. used to have the address of 190 Columbia Road, Hanover, Mass. until 900 shareholders voted to approve the company's dissolution several years back. The current business listing at that same address is now Petroleum Gas Station, 190 Columbia Rd., Hanover, MA 02339. So whatever happened to Firehouse Towing? Are any of those shareholders affiliated with investors, owners, or management of Rockland Place dba Spring Gate Apartments?
We certainly wouldn't want any conflicts of interest or kickbacks going on. Would we? I believe it would be reasonable for residents of Spring Gate to know the answers to all of these questions before anyone is allowed to touch their personal property, especially because low-income tenants' personal property was carelessly damaged by hired-hands during the renovations in 2006 and during other times also.

I'm sure it has nothing to do with the fact that numerous business partners and affiliates of Rockland Place pay campaign contributions, hire expensive lobbyists, and have strong ties to the Democratic party.

Private and luxurious, this is a haven with numerous amenities. Spring Gate Apartments is perfectly located near major freeways with access to downtown, shopping, medical facilities, and.......

As the ad claims, this HUD subsidized housing complex is truly a haven. As I've witnessed, it's a haven for crime; it's a haven for drugs; and it's a haven for fraud. I suppose the person or persons writing the Spring Gate Apartments ad believe 'quiet relaxation' to mean living under the duress of threats and physical assaults. Let's not forget all the beatings and the most recent 2011 blood bathings on the walls and floors of the laundry facility, inside and outside of 63 Hannah Way.... Ahhhh, quiet relaxation indeed!

So, what's so deceptive about the ad? Here's the truth about Spring Gate Apartments: It is still the same Rockland Place Apartments in Rockland, Mass. minus a few of the people who were concerned enough to have reported crime, abuse, deceptive business practices, and other violations which still continue today. Spring Gate Apartments is only 'private' to those households who allow violent loved ones, with police records, to reside in undersized units...(Of course, there are some tenants who remain overhoused too.) Management kindly accommodates select nuisance, drug-dealing, and violent households with employment, lease invisibilities, on-premise parking privileges, etc. while several legit households are denied the same leniencies. Sometimes Management even forbids a handicapped person access to the same common areas most other residents have!

Management's lease invisibilities not only provide refuge to those committing crimes, but also lowers genuine household income for Management's favored households. Some innocent and legit residents who leave Spring Gate Apts., leave due to the ongoing violence, retaliation, noise, and because they refuse to sign misdated and fraudulent documents Management insist they sign. These documents help owners collect more undeserving funds.
     MassHousing backs up all of these deceptive business practices. And, it's become obvious to me and to others that HUD and some politicians also play a key role in supporting these unethical and even illegal practices at the 'new and improved' Spring Gate Apts. As a tenant here, just try to get a trial in front of a judge at the Brockton Housing Court. I'd be surprised if Management's unethical and illegal conduct were ever put on court record, especially when unrepresented persons are further tormented into unwanted mediation proceedings. The corruption and the good ol' boy network needs to stop.
     The truth of it all is, Spring Gate Apartments is a prime example of unfair housing.  Rockland Place dba Spring Gate is a cover-up for drug deals, violence, and fraud. It's a money machine for partners in crime, and a luxurious prison facility for those who've never committed a crime.
     As far as safe, decent, and affordable housing goes, it just doesn't exist at the 'luxurious' Spring Gate Apartments. Sadly, those holding the power to resolve the serious difficulties in this unfair and chaotic living environment, won't. They 'chose not to get involved at this point in time' while others simply choose to run deceptive ads.

From Liability to Asset?

January 5, 2011, around 10:45 p.m., police received a 911 call about another crime in progress, (an attempted break-in), at the 'new and improved' Spring Gate Apartment complex, which has a history of unfair, negligent, and abusive practices by Management.

Rockland Place dba Spring Gate tenants, Mr. Conroy, at 63 Hannah Way, and Mr. Smith at 74 Martha Drive, Rockland, were arrested for armed robbery, disorderly conduct, and resisting arrest. Additional charges of armed robbery were added when knives were discovered on both men in the arrest process.

Lt. Zeoli and Sgt. Pigeon of the Rockland Police Dept. did a commendable job under difficult circumstances. While chasing the suspects through the complex, one of the officers was injured from slipping on the icy pavement in the common area of the HUD subsidized housing complex, mismanaged by Janet Hamilton of Cornerstone Corp. and First Hartford Realty Corp.

With new ownership in 2005, Mr. Wm. M. Connolly promised Rockland Board of Selectman he would turn Rockland Place Apartments from a liability to an asset. Though Rockland Place Apartments may have received surface name changes and billions in government grants to make the place more livable, poor management, shady practices, and crime on this HUD financed property continues.

H.U.D.'s rules and regulations should NOT exclude several of the people currently living and working in subsidized multifamily housing. Complexes such as Rockland Place dba Spring Gate Apartments in Rockland, Mass. have property manager(s) pretending to be blind-sided and ignorant to drug dealers, listed self-storage facilities, etc. HUD's rules and regulations should NOT exclude an unmarried maintenance man who lives with the mother of his girlfriend in subsidized housing; yet, unlisted on their occupancy agreement to further reduce their share of subsidized rent. Cover-up? The D.B.A.ing of Rockland Place Apts.

The reputation of Rockland Place Apartments didn't become negative until sometime in the mid eighties with the exposure of property negligence and drug trafficking. Rockland Place was on a steady decline. Eventually new management was brought in with promises of improvement, but residents were, once again, deceived. Now those reporting negligence and criminal activity were harassed, intimidated, and unjustly discredited. Gangs loitered on corners and worked well under the management of Cornerstone Corporation.

Following more letters of complaint, there were letters of poor response from government officials. It wasn't until then, that a website was developed. This website displayed photos of drugs and violence on this H.U.D. subsidized property. Numerous threats were published calling for the removal of that website. All threats were reported to Rockland Police and property management without resolution.

In 2005, new corporate partners declared the reputation of 'Rockland Place' had been destroyed by news articles, police reports, and by the publicity of that original website. They promised to clean up the crime with security cameras and a police substation on their subsidized property. While nuisance tenants and disruptive guests remained, the webmasters' were eliminated. Still, no security cameras or police substation. The only cleanup that took place were new appliances, paint, and cosmetic renovations -- Oh yes, word and name changes too.

There is constant confusion and conflict as to the official name of this H.U.D. subsidized housing complex. For example, Rockland Place has now become Spring Gate to rent payers. And though the entrance sign has been changed to 'Spring Gate', H.U.D. and other officials continue to note it as 'Rockland Place'.
So, what has DBAing really done except to create a travesty of 'change'? Residents continue to see the same faces in management, maintenance, and corporate attorneys. Policies and procedures remain the same; deceptive. From advertisements to corporate partnership names, these new owners are wizards at words. It's my guess this grand illusion has enriched several partners associated with Rockland Place dba Spring Gate. The 'new' takeover of Rockland Place Apts. is more a cover-up than a clean-up.

H.H. BROOKINS was credited with launching the political careers of REP. MAXINE WATERS, D-Calif. , and former Los Angeles Mayor Tom Bradley . Later, he became bishop of the AME district that included Washington, where he befriended Mayor Marion Barry. His political connections helped him land several lucrative government contracts over the course of his career.
But while H.H. And yes, that really is one of the SUBSIDIZED RESIDENTIAL buildings where another business is listed; I believe a Mariott Hotel and/or Friendly's Restaurant is listed at that address. If only promises of security cameras were honored by corporate partners and HUD; they might have the evidence needed to stop the crime that takes place on their nuisance property. So who and what really benefits from tax dollars and tax credits being poured into subsidized housing?

GHETTO APPROVED FINANCING

In reality, Bill H.R. 4868 will NOT preserve SAFE, DECENT, affordable housing for low-income residents in HUD-financed housing.  What makes me say this?   Because, what doesn't exist, CAN NOT be preserved!   For the most part, this Bill would PRESERVE and further FINANCE ghetto lifestyles.  Too many multifamily properties serve as havens for criminal activities. It will preserve the victimization of innocent residents who continue suffering at the hands of politically-connected, corporate landlords who habitually act in illegal ways. Yes, this type of corporate landlord really does exist!
        One example of unsafe and indecent HUD-financed housing is within the deceptive business practices at Rockland Place dba Spring Gate Apts. which is run by some anonymous individuals buried within various partnerships, hiding within conglomerate investment firms, with numerous attorneys and political campaign financiers. Could this be who Barney Frank is really trying to help with this Bill? For every worded benefit is a loophole or a lawmaker who looks the other way when conglomerate corporations violate individuals, sometimes for 10-years and longer. How dare our federal government continue to finance criminal acts against innocent citizens under the HUD programs!

Unsafe and Indecent Housing

      Violence and drug sales take place on many MHFA and HUD financed properties, maybe because it takes at least 4+ years to install promised security cameras on their nuisance properties. Whether you call it Spring Gate or Rockland Place, addicts and resellers still know where to buy the stuff.      Another serious incident took place at Spring Gate Apartments on July 20, 2010. People insist a gun was fired around 7:30 pm at the PLAYGROUND; yet, there was no mention of this shooting in any newspaper article. There was also no mention of which residents were involved. Rockland Police and an Abington ambulance remained in the area for over an hour.
            Two Rockland males were arrested after allegedly robbing someone at gunpoint during a drug deal at the HUD subsidized Rockland Place, located on Hannah Way and Martha Drive, Rockland, MA.      Why are crimes by certain apartment dwellers usually minimized and swept under the government-funded carpets? Why do government agencies, Rockland Place hedge fund partners and management offer false hope and security to vulnerable Spring Gate residents when more funds are to be had? They PRETEND to want resolve to ongoing crime issues by using the same cycle of inadequate procedures. All the while, corporate partners collect higher rents and tax credits, and political campaigns receive larger 'contributions'. Somehow, quality-of-life for concerned and vulnerable low-income citizens gets lost in the shuffle.  In private, officials answer legitimately concerned residents with snide comments like, 'there are worse places to live', AND, 'you can always move if you don't like it'.

This statement was made during a meeting with Rockland Place residents after adding more Rockland Place partnership names to the subsidized housing complex in Rockland, Mass.
     I always wondered what that particular statement meant, but after reading of campaign contributions and special interests, witnessing serious breaches and legal violations allowed on this subsidized property in Rockland, and after following some interesting articles in The Boston Globe, I think I understand. It's sad and tragic how greed and corruption have taken priority over doing what's ethical and just.
      Former Massachusetts state senator Dianne Wilkerson admitted to a federal judge that she took $23,500 in bribes, saying later that she had pleaded guilty to attempted extortion charges .......

BE PREPARED AGAIN

Wednesday, 6-23-2010, an Inspector from Boston Capital, the syndicator of the Tax Credit program, was on site at Rockland Place dba SpringGate Apts. Though only ten apartments were inspected, ALL RESIDENTS were warned by Management to be prepared for another inspection.
Most certainly, Management continues to appreciate tenants' cooperation in not speaking out, and is ever so sorry for the serious inconveniences to their tenants' lives (as long as their corporations and numerous limited liability partnerships continue getting their Tax Credits and State and Federal funds). Hopefully, tenants will remember to check their lugnuts each and every time before exiting this chaotic housing complex for a Safe and Happy Summer!

One separate inspection from each agency and corporation total 4 to 5 likely inspections each year. So tenants must again drop all plans and be prepared! With MassHousing, HUD, Rockland Housing Authority, Boston Capital, property management and head of maintenance 'performing' so many 'annual' inspections, I'd think Rockland Place dba Spring Gate Apts. would be more appropriately managed. How many years have tenants had to deal with faulty fire alarm panels and loud alarms seriously disrupting lives while Tyco-Simplex Grinnell continue to allegedly repair and inspect their installed system?

Oh well, at least SpringGate children, ages 2 to 12 yrs. old, FINALLY get a playground to play in. It beats playing in the midst of violent assaults and SpringGate traffic!

Pirates in the Palace

'SpringGate Apts.', officially known as 'Rockland Place', and sarcastically nicknamed 'The Palace', continues to run false and misleading advertisements while rents are raised. Ads boast 'luxurious living' at this government subsidized housing complex.  Other ads for these residentially-zoned apartments continue to claim 141 Martha Drive as a self-storage facility. Mark Stahley of MassHousing removed previous business listings at this same address; however, the false ads continue to be placed. Considering what I've witnessed and experienced on this tax-credited property, the self-storage facility and other business listings likely serve some illegal purpose. It's a hedge fund haven for greed and havoc. Individual investors continue to hide behind various corporate and partnership names.

On May 25, 2010, about fifteen legitimate residents attended the rent increase meeting with questions that received little or no definitive answers. .... Nothing new about that.
      One tenant asked if this corporate landlord planned on reinstalling the speed bumps which were removed during renovations several years ago. Residents were concerned to hear about two children recently struck by a speeding vehicle inside this housing complex.  Speed limit signs have been missing for years now. Or maybe they're just faded and illegible, like their handicapped parking signs.

      On the morning of the rent increase meeting, around 7 a.m., police received an emergency call. Seems someone's black car, with New Hampshire plates, turned into a boat. The car disappeared from SpringGate's luxurious guest parking lot and was found in the moat or murky waters below.  The unleveled and unpaved patch of land usually holds 6-8 cars. If a 2-foot, concrete, retainer wall were in place, it could have acted as a barrier to the stream to prevent such mishaps.... Or maybe SpringGate Apartments plans to also advertise the luxurious amenity of underground parking?

     To save money on utilities, Spring Gate's management really could stop providing a FREE place of residence for those NOT LISTED on occupancy agreements, especially when they have a criminal history and/or a steady source of income.  Live-ins who flush toilets, take showers, and use electricity, along with the continued operation of a self-storage facility, etc. from subsidized apartments, causes an unnecessary and unfair expense for legitimate tenants and taxpayers!

And, when Housing Courts pressure unrepresented tenants into mediation proceedings based on deceptions, with represented corporate landlords, there is little, if any, justice served. HUD financing of such housing complexes needs to be abolished as long as unfair housing practices with illegal drug activity is secretly supported by owners and property managers. The House Financial Services Committee will address H.R. 4868, the “Housing Preservation and Tenant Protection Act of 2010,” in May. Please contact your elected representatives to urge them to OPPOSE H.R. 4868 especially if the following IMPORTANT SECTIONS, which help to protect tenants, are removed from this Bill.

* Federal First Right of Refusal (SECTION 107), requires the owner of the property to offer the U.S. Department of Housing and Urban Development (HUD) the opportunity to purchase the housing before entering into any agreement to sell their property.

** Pre-emption of Federal Law (SECTION 108(d)), permits states and localities to regulate owners of projects assisted under federal laws with respect to preservation and tenant protection even if the regulation conflicts with federal law and policies.

*** Resident Access to Building Information (SECTION 304), allows personal and private investor information regarding the owners to be available to the residents.

For several good reasons, I believe that Resident Access to Building Information (Section 304), is a necessity to obtain improved accountability in subsidized housing. If this section is included and then enforced in this Bill, it could help improve bad conditions on these subsidized properties and better limit fraud, waste, and abuse.
If you also feel these sections definitely need to be included in H.R. 4868, as written above, please contact your elected officials who serve on the House Financial Services Committee and tell them so! Also, let them know you are a Constituent and would appreciate enforcement of laws and HUD rules and regulations on their properties.

Misleading Advertisement for SpringGate

INSPECTION TIME: In Search for more Green
    SpringGate Management sent another notice to residents today. This most recent notice had a date change from April 10, 2010 to May 10, 2010.
SPRING GATE APARTMENTS
TO: ALL RESIDENTS       FROM: MANAGEMENT OFFICE
SUBJECT: HUD INSPECTION          DATE: 5/6/2010
The Department of Housing and Urban Development (HUD) will be conducting an inspection of the property on April 10, 2010. In preparation for this inspection management is requesting your cooperation in addressing the following health and safety violations if they are present in your apartment or building.
1.) Remove all personal belongings from the hallway. The hallways are for egress only. They are not for storage of bicycles, carriages, shoes etc.
2.) Remove any belongings from the front and rear entry doors to your apartment if they inhibit the door from opening all the way.
3.) Remove air conditioners from bedroom windows. Your bedroom window is considered an emergency exit. That's why the AC sleeves were installed. Also, do not block your bedroom windows with furniture.
4.) Do not remove or disconnect your fire detection devices. If you are having a problem with them let management know.
5.) Remove rubbish or extraneous materials from your deck.
Maintenance will be going through the hallways early Monday morning. Any belongings left in the hallways will be discarded.

Desirable Apartment Living for the Non-Compliant

     I was really surprised to discover Connolly and Partners LLC (one of the listed owners of Rockland Place dba SpringGate Apartments in Rockland, Mass.) is an Associate Member of The National Multi Housing Council. NMHC is an organization that provides leadership for the apartment industry on legislative and regulatory matters, advances research and the exchange of strategic business information, and allegedly promotes the desirability of apartment living. I would think 'desirability of apartment living' would include the needs of EVERY TENANT, including the disabled and handicapped.

     Because this property manager continues to delay and make excuses for noncompliance of laws and regulations while accepting government funds, tax credits, and rent payments, perhaps the HUD inspector might possibly resolve the issues of missing screens on handicapped apartment patio doors, lack of wheelchair ramps to mailboxes and entrance/exits; poor lighting in common areas at night, unfair parking policies including the lack of handicapped parking spots, criminal activities on property, etc. etc. etc. Take an honest and hard look at what you're inspecting please! Some unannounced evening inspections through parking lots and hallways could reveal more non-compliance issues.
      Officials may also want to take an unobjective view of Management's tenant list and compare that with who REALLY lives on their subsidized property, financed by taxpayers and legitimate residents. Though reported by several tenants throughout many years, these problems continue to exist at this 204-unit housing complex inspected by HUD, MassHousing, Rockland Housing Authority, Cornerstone, Boston Capital, and Connolly and Partners LLC.

Inspections with Little Compliance

While tenants continue to wait for corporate management's compliance of lease agreements and promises made regarding safety issues, ANOTHER notice of inspection was sent to residents at Rockland Place Apartments. This time the notice wears the SpringGate Apartments letterhead/logo and reads:

May 4, 2010   TO: ALL RESIDENTS    RE: HUD INSPECTION
      On Monday May 10, 2010 an Inspector from the Real Estate Assessment Center (REAC) will be on site at Spring Gate Apartments to perform an inspection of the property for HUD. All areas of the property will be inspected including buildings, grounds, common areas and approximately 20 apartments which will be chosen at random by the inspector on the day of the inspection. Since there will be no additional notice regarding which units will be inspected all residents should be prepared.
      The REAC Inspector will be accompanied by Spring Gate management staff. Your presence is welcome during the inspection but not mandatory. If your unit is chosen and you are not home we will leave a notice in your apartment apprising you of our visit. In the event that the inspection takes longer than anticipated it is possible the inspection could run into Tuesday the 11th so please be prepared. Also, if the inspection has to be rescheduled for any reason the Management Office will notify you of the change.
      We appreciate your cooperation in preparing for this very important inspection. Please call the office if you have any questions or concerns.

It's been my experience, MassHousing and HUD inspections mean little for the safety of tenants on these subsidized properties, especially when this corporate landlord is quietly allowed to be in non-compliance of rules, regulations, and laws, including the number of appropriate tenants in 1, 2, and 3 bedroom units. A new coat of paint on curbs will do little to relieve the anxieties tenants feel from car vandalisms, faulty fire alarm panels, harassments, retaliations, and other illegal activities existing on this tax-credited property.

      This notice was sent to tenants at Rockland Place dba Spring Gate Apts. in Rockland, Massachusetts. Janet Hamilton is employed by Cornerstone Corporation, acting as agent for FHRC and property manager of this nuisance HUD subsidized property. Why aren't there any corporate names listed on this recent notice?

        While residents' lives are threatened, crime at Rockland Place is minimized by authorities. Management intentionally favors several non-compliant tenants and even rents to those with criminal histories.   They do NOT take effective crime prevention measures on this subsidized property. Several years ago, new owners and management promised concerned residents the installation of security cameras; but as usual, it was just another empty promise.
        In this latest notice, I especially enjoyed reading the line of how Management 'always encourages residents to keep watch of their neighborhood and to report to the office....'.
       Let it be known that this corporate landlord/management has a tendency to retaliate against those who 'REPORT'.

Cornerstone Violates Laws Again

Cornerstone Corporation and their affiliates continue to operate numerous subsidized housing complexes including RoxSE Homes. Although on the Board of Directors for NEAHMA (New England Affordable Housing Management Association), Cornerstone Corporation has been justifiably accused of habitually violating occupancy agreements, tenant rights, and laws in other subsidized housing complexes too.

.... DECEMBER 16, 2009 - A settlement was reached in Boston with Attorney General Martha Coakley and Cornerstone Corporation. The complaint alleges that, despite knowing that the tenant was a licensed foster parent, Cornerstone and Evans accused her falsely of operating a day-care center out of her apartment, twice threatening to evict the tenant and her family unless such activity was ceased.

It is illegal, under state and federal law, to discriminate against a person based on his or her familial status, including foster parent relationships. Under terms of the consent judgment, entered by Suffolk Superior Court Judge Linda Giles, Cornerstone and Evans will pay $15,000 to the Commonwealth with $10,000 suspending pending compliance by the defendants with the terms of the consent judgment.

The defendants are barred from further discrimination by the consent judgment, which requires that all Cornerstone employees receive training on state and federal fair housing laws. Cornerstone is also required to adopt comprehensive non-discrimination policies by the judgment. A separate agreement entered into by the defendants requires them to pay the victim $30,864.08.

The defendants are also required by the consent judgment to conduct a thorough and documented factual investigation prior to accusing a resident of violating a lease provision.

So while authorities appear to change corporate management and ownership on these subsidized properties, often the same abusive people remain in control.

Management at Rockland Place dba Spring Gate Apts. notified residents that alarms on 2nd floors will be tested by Simplex Grinnell. How comforting to learn of so many suits against this particular alarm company! Makes me wonder why anyone would hire them to install or inspect anything.

Corporate management of Rockland Place continues providing open-ended notices to enter residents' apartments.  So if you have a night job and sleep in the day, management and maintenance may walk in your unit from February 1st thru _____? Your guess is as good as mine.   So don't get too comfy in your subsidized home because Ms. Hamilton and Rockland Place don't necessarily have to comply with laws.

Cornerstone Corporation manages Rockland Place Apts. in Rockland, Massachusetts as agents of First Hartford Realty Corp. Residents were told that background checks would be performed through Strategic Information Resources, Inc. of Springfield, Mass.

So what is the point of background checks when ex-cons, sexual deviants, and drug dealers are allowed on this subsidized multifamily property?

Regulating Salt Intake

Have you heard the U.S. government now wants to regulate our salt intake? I could see it now. When property managers of HUD subsidized housing perform their annual, bi-annual, or monthly apartment inspections, they will now have the excuse to rummage through residents' cupboards to keep track of hidden salt containers. Give me a break!

I think before our government decides to regulate anymore of our personal lives, they need to effectively regulate the illegal drugs stored and sold on their subsidized properties. If ever they succeed at keeping that promise, then maybe we can talk about government salt regulations. No?

Fire at Spring Gate Housing Complex

Rockland Fire Dept. and Rockland Police responded to a couch fire at 177 Martha Drive, Apt. D, Rockland, Mass. around 8:40 P.M. Friday night, January 8, 2010. Alarms sounded with smoke in hallway. Cornerstone Corporation's maintenance staff was notified. A Hanover ambulance left the renovated, government subsidized property at 9:00 P.M.

Murder in Rockland

A Rockland man who frequents Spring Gate Apartments allegedly stabbed a Hanover man to death at a boarding house on the corner of Union and Market Street in Rockland, MA. Rockland Police visited the Spring Gate subsidized apartment complex, located on Martha Drive and Hannah Way in Rockland, shortly after the stabbing on New Year's Day 2010. Rockland Place Apartments and this particular boarding house are known for renting to those involved in drugs and violence.

5 Union Street, Rockland, MA was previously a nursing home but now rents rooms by the week. The building is believed to be owned by Empire, an affiliate of Weichert Realtors.
In February 2009, Police say Hanson, of 148 Union St., Rockland, and her passenger, Curtin, of 5 Union St., Rockland, led police on a car chase through three towns after Hanson was caught shooting up drugs in her car and tried to stab a police officer with the needle.

How did crime and violence become 'the norm' in HUD, DHCD, and MassHousing financed multifamily housing complexes?

September 2008, The Patriot Ledger reported some of the crime and violence in Rockland, Massachusetts with an accurate description of a multifamily apartment complex. This wasn't the first and isn't the last incident of crime and violence on this 'newly renovated' subsidized property. Some 'nonresidents' live with residents while management conveniently looks the other way. And where are those promised security cameras? Here is an excerpt from the published news story describing Rockland Place dba Spring Gate Apartments.

.....reported this year at the Spring Gate apartment complex, formerly known as Rockland Place, he said.

The 35-year-old housing development is home to 204 rental apartments, including 193 apartments for low-income tenants. For more than a decade, it has been a hot spot for crime in Rockland, including rapes, beatings, shootings and knife attacks.

On Aug. 26, two police officers were nearly struck by rocks at a back-to-school event at the Spring Gate apartment complex. In July, two residents were charged with beating another man with rocks.

“It’s an apartment complex, and any time you have an apartment complex with a lot of people squeezed into a tight geographic area, you’re going to have problems,” Lt. Barry Ashton said.

Lt. Barry Ashton's comment offers little hope to good residents in this type of subsidized housing. It offers no solution or honest intention to deter crime at Spring Gate. His apathetic attitude toward crime in Rockland Place and/or Spring Gate Apartments reflects that of corporate management, owners, and government officials.

When laws and regulations aren't enforced, subsidized apartment complexes like Rockland Place dba Spring Gate harbor crime and imprison the innocent. These mismanaged multifamily properties are allowed to become a neighborhood nuisance. Corporate landlords may continue to benefit from running nuisance properties, but nearby homeowners suffer when their private property decreases in value.

Supplying more government grants and tax monies to non-compliant landlords is wasteful and does not provide safe, decent, affordable housing. 'Affordable Housing Certificates', issued directly to law-abiding citizens, could be a better way for HUD to provide safe, decent, affordable housing to the needy. These issued certificates could also provide the freedom to choose a respectable place of residence with more control and accountability. If 'apartment complexes with a lot of people squeezed into a tight geographic area cause problems', building and financing more subsidized apartment complexes like Rockland Place and Spring Gate should be discouraged.

Hingham District Court
A charge of malicious destruction of property worth more than $250 against Armando M. Oliveira, 19, of 212 Martha Drive, Rockland, was dismissed by Judge Mooney due to lack of prosecution. The offense was alleged to have occurred July 9 in Rockland.

Charges of assault and disturbing the peace against Nilton Rodriques, 31, of 110 Martha Drive, Rockland, were dismissed by Judge Patrick Hurley. The offenses were alleged to have occurred April 16 in Rockland.

Healthy Housing

The 'and for other purposes' concerns me already, and I haven't even read the rest of the 1990 pages. It may not matter to our elected officials, but like many American citizens, I don't like the idea of Government taking control of so many areas of everyone's lives. Perhaps it's due to some of what I've already experienced and witnessed in their subsidized housing program.

If their Affordable Health Care program works anything like the government subsidized housing program at Rockland Place dba Spring Gate, I seriously hope it doesn't pass. Simply put, their housing program breeds corruption, disempowers residents, and victimizes people through non-compliance of laws and regulations. In reviewing this Health Care Reform Bill, let's keep in mind our government and H.U.D. promise safe, decent, affordable housing too.

Accessible for Whom?

Life at Rockland Place dba SpringGate Apartments is more difficult than it has to be for several residents, especially for those with a disability or handicap. This is due to leniency and non-compliance of rules and laws. Good luck to the handicapped in wheelchairs who need to gain access to 212 Martha Drive and other buildings in that area.  The wheelchair-bound are not entitled to access certain areas.

Sidewalk ramps are extremely limited throughout this tax-credited property.   If you're in a wheelchair, you'll likely be travelling in the street with traffic. Openings to dumpsters are situated in awkward ways and gates are left open to dumpster areas, which also proves problematic for handicapped residents to dispose of trash. Only handicapped units do NOT have screens available for the patio doors. While handicapped units have lit patios, most common areas remain dark.

Several handicapped residents haven't a handicapped parking space available, probably because there are more handicapped / disabled residents than there are handicapped parking spots. Additionally, some handicapped parking signs have been knocked over and Management hasn't replaced them for two years. Most people who aren't even handicapped are allowed to park in handicapped areas. Signs are faded and difficult to read. Delivery people use those limited designated handicapped spaces; people who are "just running in and out" use them; and people with no handicap who recognize Management's apathy, also park in those spaces without consequence.

Property owners and Management deceptively promised all residents daily shuttles to stores and the commuter rail for doctor appointments, etc. Considering the unavailable parking and lack of public transportation, this promised accommodation certainly would have made life more liveable at this subsidized housing complex.

From promised security cameras to the falsification of official documents, deceptive business practices here are widespread. Promised security cameras don't exist because they could reveal several obscene and unfair housing practices including those involved with distributing drugs and filthy feminine pads in the swimming pool and inside mailboxes. Security cameras could also expose the public nudity in common areas, vandalisms, break-ins, violence, and could even reveal illegitimate residents not listed on lease agreements.

MassHousing and Rockland Health Board fail to enforce State Sanitary Codes and other laws at Rockland Place dba SpringGate Apartments. Corporate partners and Management of this subsidized property have proven themselves to be above-the-law.   The following violations inside SpringGate are obvious ones.....
105 CMR 410.000: MINIMUM STANDARDS OF FITNESS FOR HUMAN HABITATION (STATE SANITARY CODE, CHAPTER II)

410.253: Light Fixtures Other than in Habitable Rooms or Kitchens
(A) The owner shall provide and so locate electric light switches and fixtures in good working order so that illumination may be provided for the safe and reasonable use of every laundry, pantry, foyer, hallway, stairway, closet, storage place, cellar, porch, exterior stairway and passageway.
(B) The owner shall provide working incandescent light bulbs or fluorescent tubes in all required light fixtures in all common areas of any dwelling.
410.552: Screens for Doors
The owner shall provide a screen door for all doorways opening directly to the outside from any dwelling unit or rooming unit where the screen door will be permitted to slide to the side or open in an outward direction, provided, that in an owner-occupied unit, the owner need provide screens only for those doorways used for ventilation. All new or replacement screens in screen doors shall be of not less that 16 mesh per square inch.
Said screen door:
(1) Shall be equipped with a self-closing device except where the screen is designed to slide to the side; and
(2) shall be tight-fitting as to prevent the entrance of insects and rodents around the perimeter; and
410.553: Installation of Screens
The owner shall provide and install screens as required in 105 CMR 410.551 and 410.552 so that they shall be in place during the period between April first to October 30th, both inclusive, in each year.
