Rewards for Substandard Properties

It's too bad for taxpayers when government rewards negligent corporate landlords for poor job performance. While Landlords at Spring Gate Apts. continue to take advantage of every financial opportunity and tax write-off, residents and citizens hopelessly wait for promises to be kept to possibly live in a safer and less chaotic environment. This landlord promised to deter crime and install security cameras during their last million dollar rehab deal in 2007. Instead, management rents and re-rents to those with troublesome histories; therefore, creating an ongoing public nuisance.
    Just 6-years after their completed renovation project, further government funds with 0% interest are being offered through the Town of Rockland to the corporate property owners of Rockland Place dba Spring Gate Apartments. All the while, this landlord receives about $900-$1450 monthly for each apartment in rent payments alone. It's a 204-unit hedge-fund residential property with various business listings along Martha Drive and Hannah Way in Rockland, MA where Management remains in non-compliance of laws and lease agreements. Click on the following link to see if you own a home on any of the Money Streets.

     This program provides a 15-year, 0% interest, Deferred Payment Loans (DPLs) for general renovations to homeowners in certain locations.  Properties must be "substandard” as defined by the presence of one or more major code violations to participate in this program. The program is funded through a Massachusetts Community Development Block Grant (MCDBG) from the Commonwealth of Massachusetts Department of Housing and Community Development (DHCD).

Lost and Found

Saturday, August 10, 2013 at approx. 9:44pm: Rockland Police are confused about which address to go to inside Rockland Place and Spring Gate Apartments. Police search for 90 Hannah Way, then 90 Martha Drive, but those addresses are non-existent in this chaotic subsidized housing complex. 
     Approximately 9:55pm:  Police confirm the appropriate address to visit is 91 Hannah Way and not building 90.

    Though Rockland Police visit this HUD-financed Party-Palace frequently, perhaps it would be helpful for the corporate landlord/manager to provide police a detailed map of this housing complex, including building numbers? This might avoid some delay in response time in case of an emergency situation like another drug overdose or another assault and battery or more loaded guns found by children in common areas.  Improved lighting in common areas could also be helpful to deter crime, along with a new landlord who gives a crap about quality of life for legitimate rent payers with appropriate names on lease agreements.  (Just saying)

A Luxurious Living Hell

    Tragically, but not surprisingly, more deaths and drug overdoses recently occurred inside Rockland Place dba Spring Gate Apartments. Hypodermic needles have been seen on different occasions in the common areas of this subsidized housing complex as well as cocaine and other illegal substances.  Often, the ongoing nuisances of violence, drug deals, live-ins, and drunkenness in common areas are too easily dismissed by management, police, and security.  Understandably, some people feel this is an unsuitable living environment to raise children. 
     The Rockland Board of Health is now collecting medical sharps (hypodermic needles, syringes and lancets) from Rockland residents. Sharps may be brought to the Board of Health at no charge during regular business hours. Monday through Friday 8:30 a.m. to 4:30 p.m. Materials must be in medical sharp containers; no plastic food storage containers or plastic laundry detergent containers will be accepted. For some reason, the illegal drugs, alcohol and drug parties are rarely mentioned in police reports involving threats, assaults, and medical emergencies.  It appears property management needs an education on how to select, respect, and keep more lease-abiding tenants.... Or, perhaps there are rewards to be had by accepting bad referrals and this type of chaos on a HUD-financed property? Addicts and live-ins certainly know the place to go to escape responsiblity and accountability.

Questionable Business Practices

  • Why do hedge-fund investors, partners, and the on-site property managers at Rockland Place Apartments dba Spring Gate tell tenants that First Hartford Realty Corporation (FHRC) is managing the 204-unit subsidized housing complex in Rockland, Mass. when Connolly and Partners, LLC is listed as manager? 
  • Tenants have been told by Management that Rockland Place Apartments was renamed to SpringGate Apartments; yet, there are no official documents listed with that new name on the Massachusetts Secretary of State's website.  Neil Ellis, another investor of that property, prefers to use the name Rockland Apartments in his annual reports for First Hartford Corp.  Why?

Renters Beware!

Gee, the abuse and mistreatment of  tenants from Cornerstone Corporation at Pleasant Plaza Apartments or Malden Gardens reads like it could've been a review of Management's abusive behavior at Rockland Place or Spring Gate Apartments in Rockland, MA and even the mistreatment of tenants at Clarendon Hill Towers in Somerville.
       Cornerstone Corporation of Westwood, Mass. is known for not having to comply with The Fair Housing Act on numerous subsidized properties. First Amendment Rights for low-income residents would be abolished if it were up to people at Cornerstone.   They have quite a history of retaliating against tenants who dare exercise their American rights.  From deliberate destruction and theft of tenants' personal property to numerous frivolous eviction proceedings, Cornerstone and associates will go out of their way to violate any vulnerable tenant voicing a legitimate concern.  Obviously, deliberate acts of abuse and oppression by corporate landlords in subsidized housing doesn't really matter to HUD or MassHousing. 
      MassHousing recently announced a loan closing of $26.5 million at the 236-unit Sherwood Village apartment community for senior citizens at 145 Mill St., Natick.   As a condition of the loan, Fairway Estates Limited Partnership, an affiliate of Cornerstone Corp., which owns Sherwood Village, will seek to extend its federal Section 8 Housing Assistance Payment (HAP) contract and the affordability on 235 apartments for the longest term possible - typically 20 years - when the current HAP contract expires in February 2014.  As part of the refinancing, a number of capital improvements are expected, including intercom panel system upgrades, refurbishment of pumps connected to common area sprinklers and some minor HVAC work.  Read more: http://www.metrowestdailynews.com/business/x715752696/Business-Digest-for-05-03-13#ixzz2TrReICid

Loaded ?

Yesterday, May 11, 2013Rockland Police were called at approximately 3:45pm for a found gun.  Yes, children from Rockland Place dba Spring Gate Apartments, playing in the wooded area behind 51 Hannah Way, discovered another gun.  The previous gun, found along Martha Drive, was loaded. (Read archives.)

     All residents should have received the Spring 2013 SpringGate Newsletter by now!   No word on how often to expect its sporadic publication though.  By the way, there was no extra notice attached to the newsletter from the Rockland Sewer Dept., as the newsletter read there would be.  A meeting to plan some community gardening was mentioned.

     According to Management, a new security company called U.S. Security Associates Inc. began monitoring the property on May 7, 2013.  Hopefully this security company will be more useful than the previous security guard who hung out with resident drug dealers, drank, and slept on the job.  Of course, security companies may be limited to clean up crime by those who hire them.  Afterall, it wouldn't be the first time Management set up a sense of false security for decent residents while allowing those with criminal histories on the property. -- Seems these corporate landlords are more determined to keep cameras out of common areas than guns and needles.

Torture, Attempted Murder at Spring Gate Apts.

  Based on experiences inside a Rockland housing complex, illegal drug deals, negligent management and other lax authorities are responsible for much of the ongoing criminal behavior occurring at Rockland Place dba Spring Gate Apartments in Rockland, Mass.  Competent screening of tenants, legitimate lease enforcements, with security cameras placed in common areas of this government-funded property could deter much of the 'unnoticed' crime.
    HUD does promise safe, decent, and affordable housing, but that hasn't existed for a very long time at this development, even with all the funding provided to the newly formed corporate partnerships in 2005.
    Newspaper articles and published police blotters appear hesitant to inform the general public of specific building numbers and apartments involved in crimes on Hannah Way and Martha Drive.  Most disturbances and break-ins fail to mention when cocaine and other drugs are involved at this place too.
   Recently, a woman was tortured for hours by several males inside one of the apartments at Spring Gate....
