More Diverted Housing Funds?

Around 2:20 a.m. Saturday, September 29, 2012, a woman was heard repeatedly screaming from the door of 93 Martha Drive, "OH MY GOD!  HELP!"   Several police cruisers, fire apparatus, and an ambulance were called to that address again.  This time the cause was for a suspected heroin overdose in the first floor hallway.
     It's been reported, for many years, residents and live-ins habitually distribute illegal drugs in back of, and all around this, and other areas of Rockland Place dba Spring Gate Apartments. Just about every single day this past week, police have been called to 93 Martha Drive due to violence and other activity. It really shouldn't be too difficult for corporate partners to figure out who's not complying with their lease agreement. Duh!

While the HUD REAC inspection never took place at this subsidized housing complex, according to Management's distributed notice, tenants at Spring Gate Apartments received, yet, another notice of inspection.  This fifth notice of inspection, distributed during the month of September, stated the inspection would be performed by Boston Capital and the Rockland Place Property Manager (employed by Cornerstone Corporation and/or First Hartford Corp.)  Congratulations ... This time Management showed up!

September 24, 2012 at approximately 10:00 p.m., a male resident from 187B Martha Drive, intentionally disturbed other residents again by screeching and squealing his blue Mustang along Martha Drive.  If Ellen Connolly or Ms. Noble, of the Boston HUD office monitored Rockland Place dba Spring Gate Apartments as they promised, many of these disturbances, and other lease violations might not continue. Little Regard for Tenants Again

Tenants along Martha Drive and Hannah Way in Rockland, Mass. received two additional notices, dated August 27, 2012, from Spring Gate Apartments Management.  One was signed by Janet Hamilton, the other was not. After tenants prepared and waited, and waited, and waited, Management and HUD never even showed to perform the inspection.  What's rude and inconsiderate is that Management never notified tenants of the cancellation.... (It's not the first time.)
    Also worth noting,  Management is aware that most residents' air conditioners do not fit properly in the newly renovated AC Sleeves.  Perhaps tenants should be warned that using windows on the 2nd and 3rd floors as a means of egress may cause serious injuries or even death.
First notice for Aug. 27, 2012 reads:
SpringGate Apartments, August 27, 2012, To: All Residents, Re: HUD Inspection
On Thursday, August 30, 2012 an Inspector from the Real Estate Assessment Center (REAC) will be on site at Spring Gate Apartments to perform an inspection of the property for HUD.  All areas of the property will be inspected including buildings, grounds, common areas and approximately 20 apartments which will be chosen at random by the inspector on the day of the inspection. Since there will be no additional notice regarding which units will be inspected all residents should be prepared.
   The REAC Inspector will be accompanied by Spring Gate management staff.  Your presence is welcome during the inspection but not mandatory. If your unit is chosen and you are not home we will leave a notice in your apartment apprising you of our visit. In the event that the inspection takes longer than anticipated it is possible the inspection could run into Friday the 31st so please be prepared. Also, if the inspection has to be rescheduled for any reason the Management Office will notify you of the change.

Second notice for that same date reads:
Spring Gate Apartments, To: All Residents, From: Management Office, Subject: HUD Inspection, Date: 8/27/2012
   The Department of Housing and Urban Development (HUD) will be conducting an inspection of the property on August 30, 2012.  In preparation for this inspection management is requesting your cooperation in addressing the following health and safety violations if they are present in your apartment or building.
1.) Remove all personal belongings from the hallway. The hallways are for egress only. They are not for storage of bicycles, carriages, shoes, etc.
2.) Remove any belongings from the front and rear entry doors to your apartment if they inhibit the doors from opening all the way.
3.) Remove air conditioners from bedroom windows. Your bedroom window is considered an emergency exit. That's why the AC sleeves were installed. Also, do not block your bedroom windows with furniture.
4.) Do not remove or disconnect your fire detection devices. If you are having a problem with them let management know.
5.) Remove rubbish or extraneous materials from your deck.
    Maintenance will be going through the hallways early Thursday morning. Any belongings left in the hallways will be discarded.

Time to Stash the Trash Again

Owners of Rockland Place dba Spring Gate Apartments may be after some extra government money again. Tenants received notice dated August 16, 2012 regarding 'inspection items'.  It doesn't mention which particular agency or agencies are involved with this inspection. So this must be an extra special inspection because some tenants continue to report insufficient 24-hour notice to gain entry into their units during other times throughout the year.

With all the fights, firesetting, suspicious business listings, live-ins, vandalism, and illegal drug abuse taking place at this subsidized housing complex, it's amazing this nuisance property would even be eligible for government funds. I suppose it depends on who corporate landlords rub elbows with. It is an election year afterall and corporate partners from this housing complex are known for contributing to campaigns, especially to the Democratic Party. Anyway, here is what the notice reads. I believe the initials at the bottom stand for Linda Hamilton and Janet Hamilton. This time their notice carries the Spring Gate Apartments letterhead.


We have recently had several inspections of the common areas of the property and expect

another inspection later in August. In order to prepare for that inspection we need to make

residents aware of items that must be taken care of immediately.

• If you have an air conditioner in a bedroom window that only has one window it must

be removed immediately. If the bedroom has only one window that window is

considered the second means of egress (or exit) in an emergency. Your unit will fail the

inspection if that window is blocked with either an air conditioner or furniture such as

beds or dressers.

• If you have cable wires laying on the floor of your apartment it is considered a trip

hazard. Your unit will fail the inspection if there are any trip hazards in your apartment.

• A" storage items, trash, bicycles, toys, and etc., must be removed from patios and

porches.

• If you have trash or items stored in the hallways it must be removed. The mats and

carpets in front of your apartment doors are also considered trip hazards and must be

removed.

Management will inspect your apartment and a" of the common areas prior to the inspection.

You have five (5) days from the date of receipt of this memorandum to correct the items listed

above. If Management has to remove or handle any of the issues described, you will be

charged.

We thank you for your cooperation. Please do not hesitate to contact the Management Office

if you have questions.

Could this be why authorities are supportive of certain illegal drug activity in state and federal subsidized housing complexes? Though the link above mentions the Bush and Obama administrations, authorities wouldn't clean it up during the Clinton administration either.
      Cocaine, marijuana, heroin, and prescription drugs remain available inside the Rockland Place or Spring Gate Apartments in Rockland, Mass. So of course, the violence continues, sometimes with property management inside the over-staffed onsite rental office. Because Management keeps taking referrals and renting to those with a history of violating others, Rockland Place will never change for the better.  Management is known for allowing some people to stay without appearing on a lease.
     Several suspicious business listings, like *Rockland Self-Storage at 141 Martha Drive continue being published off and on since 1996.  By now we know it's really a subsidized residential building. This listing usually carries a phone number to South Shore Voc-Tech.  Authorities insist it was a typo in 1996.  However, new listings post the same number to this day.  Most business listings in the complex and logged 'disturbances' involve hushed illegal drug deals originating from some head-of-household residents who are granted special privileges other tenants do not have.
     While decent and affordable housing is a necessity, Rockland Place dba Spring Gate Apartments, and other poorly managed, nuisance housing complexes, are detrimental to communities and to respectable human beings.  Where is the safe, decent, and affordable housing MassHousing, corporate partnerships, and HUD officials promise taxpayers and needy citizens with low-income?

Following are just some of the updates and reports of Rockland Police in and around the subsidized SpringGate Apartments on Hannah Way and Martha Dr. in Rockland, Mass.  Property managers of Rockland Place dba SpringGate Apts. claim they hold head of households responsible for lease compliance and screen for good tenants. However, similar to the ads they run to rent apartments, their claims are often deceptive.

Trouble Continues at Rockland Place/SpringGate

July 10, 2012, between10pm and 11:59pm:    Rockland Police were called to 93 Martha Drive four different times. First call involved a loud party at 93D.  Second call to police was involving another apartment in the same building for a loud disturbance. Third call involved an allegedly intoxicated woman shouting on the porch of 93E Martha Drive to a crowd of neighbors with threats of a fight. When police arrived the upset woman was advised. Police left and returned around 15-minutes later regarding the same tenant who was out of control in the hallway. All the while an adult male from 92D Martha Drive was creating a disturbance with revving the engine of his vehicle, speeding, and squealing his tires from Martha Drive to John Dunn.

July 11, 2012, morning hours:  Police were chasing alleged armed robbery suspects around the Spring Street area and then continued their search in the woods surrounding SpringGate Apartments, which has always been a convenient place to hide out and evade police.

With new corporate partners, a name change, numerous rent increases, and years of receiving housing tax credits and other monies, property management and government agencies continue to fail the decent tenants residing along Martha Drive and Hannah Way in Rockland, Massachusetts. The pattern of renting to, and protecting those involved in criminal activities is a habitual pattern at this subsidized housing complex. Management prefers evicting residents who report crime on this nuisance property before ever evicting those involved in it.

Coercions Unlimited

For residents residing at Rockland Place dba SpringGate Apartments from 2005-2009, you may recall being threatened with eviction and coerced by property management into signing a document, giving them and all their corporate affiliates permission to share whatever information they decide to create and share about you. There was no expiration date on their form and your signature may have been obtained illegally.  For those of you who signed, it is strongly suggested you revoke all permissions by writing a letter similar to the one below, and forwarding it to Strategic Information Resources and the Property Manager.  Mail your letter certified, return receipt requested.

A Notice on Common Sense

FIRE SAFETY ALERT
  • Residents are asked to use some caution and common sense when it comes to landscaping mulch.
  • Be aware of this fire safety issue.
  • Smokers, discard your smoking materials properly.
Just this week, the above notice was posted on the outside entrance door of each building at Spring Gate Apartments by FHRC Management.
     Considering all the major safety issues that need addressing at this subsidized housing complex in Rockland this notice is almost laughable.  At Rockland Place / Spring Gate, people fire guns, workers torch buildings, live-ins get high and commit extreme acts of violence, and unsupervised children set fires.  These are some of the same people this property manager expects to use caution and common sense when it comes to discarding lit cigarettes into landscaping mulch. Makes me wonder where Management's common sense disappearred to.... Perhaps it's under all of their mulch?
     Oh yes, Management's fire safety alert notice reminds me of Chapter 186, Section 21 of the Massachusetts General Laws. It's just another law Rockland Place dba Spring Gate violates. This particular law reads: The landlord or lessor of any residential or commercial property, upon the written request of any tenant or lawful occupant, of any code or other law enforcement official or of any official of the municipality in which the property is situated, shall disclose in writing within fifteen days of such request the name of the company insuring the property against loss or damage by fire and the amount of insurance provided by each such company and the name of any person who would receive payment for a loss covered by such insurance. Whoever violates the provisions of this section shall be punished by a fine of not more than five hundred dollars. A waiver of this section in any lease or other rental agreement shall be void and unenforceable.
     Considering this corporate landlord hasn't had to comply to their annual lease agreement while receiving subsidies and housing tax credits, I'll just bet they're shaking in their boots!

....It’s not enough to simply proclaim that Justice officials will do the right thing.  You need to know that they are making decisions that don’t have ethical entanglements. He argued that conflicts arise “when a private lawyer enters government service and a matter comes before him affecting his former law firm or its clients.”.... 
     This is only a portion of an editorial I just read on the Forbes website. I am convinced 'ethical entanglements' and 'political favors' are a large part of why some corporate managers and partners of HUD housing complexes, including those at Rockland Place dba Spring Gate Apts., have been allowed to violate people, laws, and The Fair Housing Act

AFFORDABLE HOUSING REWARDS

Robert Covelle, the embattled executive director of the Medford Housing Authority, is leaving his post a year after officials began to investigate allegations of favoritism in hiring and contracting under his leadership. Patterns of Nuisance Properties

     I felt disgusted to read of another poorly run subsidized housing complex in Massachusetts where concerned tenants continue to be treated with contempt and disrespect by property management.  Lincoln Village Apartments, located at 134 Country Club Blvd, Worcester, MA 01605is another housing complex mismanaged by Cornerstone Corporation.  The listed phone for Lincoln Village is 508-853-9880.
     Most of their ongoing complaints remind me of life at Rockland Place dba Spring Gate Apartments in Rockland, MA which is, and has been, mismanaged by negligent and abusive people from Cornerstone Corporation.  All the while, MassHousing and HUD continue granting non-compliant property owners undeserved rent increases; therefore, rewarding mismanagement and contributing to many long-standing nuisance properties.  Perhaps decent tenants at Lincoln Village would like to submit photographs and/or video of these non-compliance issues to this blog for publication?  Due to the likelihood of retaliation, names and email addresses of contributors will not be published.  
     "I moved to Lincoln Village 7 years ago. They said they very rarely go up on rent. THEY LIE. The rent increases never go to anything useful, maintenance is never improved and they DO need to get rid of Barbara who always is impatient, makes it sound like you are a bother and is ready to hang up on you. To get anything fixed you have to call forever. Tenants are allowed to keep breaking rules such as dogs without leashes, rowdy noisy neighbors, illegal parking, etc, and we should be able to count on things being enforced here. The only thing LV responds to is anything involving money. That's all they care about, it's frustrating. Management, maintenance and security all suck, but I really don't have any other place to go with my 3 kids. I have notified security and the Worcester Police that work here that my neighbors use and; sell drugs and; showed them the evidence outside my door and; nothing is done. MATURING MORTGAGE thru 2021

     Today, I discovered two different listings for Spring Gate Apts.  One is in Florida and the other is in Massachusetts.  The phone number for Spring Gate Apts. on 1500 Springate Drive in Panama City, FL is (850) 763-6938.
     The phone number listed for Spring Gate Apts. on Hannah Way and Martha Drive in Rockland, MA is (877) 844-3819.   According to a HUD document, the Spring Gate in Massachusetts is where the subsidized mortgage will mature thru 2021.
     What will become of Rockland's Spring Gate Apartments in just nine more years?  Will there be another DHCD or HUD billion dollar pot of gold waiting for new partners and corporate investors?  Will the owners and management still secretly provide unfair housing for low-income tenants?
     In 2021, perhaps 'Spring Gate' will change its name back to 'Rockland Place Apartments'.  Another alternative might be 'Connolly's Cornerstoned Condominiums'.  Maybe there will finally be genuine flowers planted at the 'Spring Gate' entrance sign by the time 2021 comes around.  Real flowers would smell a whole lot better than those airbrushed ones displayed in those deceptive Spring Gate Apartment advertisements.
     As 'Spring Gate' residents anticipate their usual annual "affordable unto perpetuity" rent increase for 2012, perhaps William Connolly, Neil Ellis, MassHousing, and HUD will finally provide them safe, decent housing.  I don't believe housing is safe or decent when substance abusers and child pornographers are allowed to frequent the subsidized, multifamily housing complex.  Do you?  Whatever happened to those promised security cameras?   Maybe they'll figure it out when the mortgage matures thru 2021.

Our Corporate Government

    It appears corporations are controlling our American government. Corruption becomes more apparent while living inside housing complexes like Rockland Place Apts. or Spring Gate, where corporate landlords go unpunished for repeatedly violating vulnerable citizens.
     State and Federal laws are meant to protect Americans.... But do they?  Corporations are manipulating courts and government agencies whether we like it or not.  Even when corporations are known for deceptive business practices and commit acts of fraud, our government continues doing business with them while using tax dollars from its citizens.
     As a resident of Rockland Place and Spring Gate Apts., you may be denied a trial at Brockton Housing Court.  More corporations are gaining control of our legal system through coerced mediation proceedings.  For very good reasons, this should never be allowed in the USA.  Companies and partnerships really do appear to have more rights and more power than individuals do in 2012.   Should our government be hiring outside contractors to do the work of public servants?  Please take time to explore the links listed below.

      Carvings, Dings, and Other Things

            If you're parking a vehicle overnight in the lots along Hannah Way and Martha Drive in Rockland, Mass., please be aware vehicles get vandalized on this mismanaged, subsidized property.  Lug nuts get loosened. Tires get slashed; hoods, trunks, and doors get dented and gouged. Who are the vandals? .... Perhaps slanderous strays who come out after day to spell, scratch, and carve foul phrases on cars?  Over the years, I've read some gruesome graffiti gouged into tenants personal property.  Last year, the property manager of Rockland Place simply advised residents to always check each one of their nuts before driving away.
           Early Friday evening, February 3, 2012, a noisy crowd gathered at 34 Martha Drive to witness another 'disturbance'. Some people grew distraught at the thought of this chaotic incident possibly turning into another blood bath like the violent slashing inside building 63 Martha Drive last year.  Officials from the Plymouth County Sheriff's Dept. and BCI (Bureau of Criminal Investigation) snapped photos and investigated.
           Promised on-site security cameras in common areas might help Management and local Police better define and resolve some of the ongoing safety issues at this troublesome housing complex.  In the meantime, Rockland Place dba SpringGate Apts. remains a liability, instead of an asset, to civilized citizens in the Town of Rockland.

      YIKES!

      First of all, I'd like to wish everyone a happy new year for 2012.   If you're living at Rockland Place Apartments dba Spring Gate Apartments, I wish you a better place to live before your suffering begins.... (or is it too late already?)
           I can't believe I was startled from my sleep again.  I had another nightmare where I thought I was living at Rockland Place Apartments in Rockland, Mass. YIKES!
           Strangely enough, most of my nightmares are reality-based.   Around 3:00 this morning, I dreamed of boarded up hallway windows with clouds of black smoke inside my apartment and hallway again.  Head-of-maintenance torched another building and displaced more low-income residents. She ditched the plumber's torch in a closet and took off out of the building while laughing at a 3-year-old girl who was terrified by the fire alarms sounding.  (The fire alarms worked appropriately in the nightmare.)
           Believe it or not, some of my ongoing nightmares are actually more pleasant than the realities of living in subsidized housing. At least in my nightmare, the unlicensed torch-bearer was fired from her job so she couldn't harm any other tenants. In reality though, this maintenance person was promoted to property manager.  YIKES again!
           I thought by now I'd be able to forget the chaos, the fires, and the property managers' abusive and unethical tactics at that subsidized housing complex. I guess I'm still recovering.  Living at Rockland Place dba SpringGate has been a costly, never-ending nightmare.  For some reason, corporate owners and management have little need to comply with laws and lease agreements; probably due to their powerful associations and substantial political campaign contributions.
