H.U.D.'s Unenforced Rules and Regulations

H.U.D.'s rules and regulations should NOT exclude several of the people currently living and working in subsidized multifamily housing. Complexes such as Rockland Place dba Spring Gate Apartments in Rockland, Mass. have property manager(s) pretending to be blind-sided and ignorant to drug dealers, listed self-storage facilities, etc. HUD's rules and regulations should NOT exclude an unmarried maintenance man who lives with the mother of his girlfriend in subsidized housing; yet, unlisted on their occupancy agreement to further reduce their share of subsidized rent.  These behaviors cause an unfair and unnecessary cost to taxpayers!

When property managers and tenants lie about who resides in any household, it usually diminishes the assets of the entire household income.  Also, it becomes an unfair expense to legitimate tenants when cost of utilities is used as one of the excuses by corporate landlords to raise rents.  H.U.D.'s rules and regulations do NOT exclude tenants listed with the housing authorities neither.  Either H.U.D. needs to honestly eliminate these unsafe and fraudulent matters or H.U.D. needs to be investigated.

Cover-up? The D.B.A.ing of Rockland Place Apts.

The reputation of Rockland Place Apartments didn't become negative until sometime in the mid eighties with the exposure of property negligence and drug trafficking. Rockland Place was on a steady decline. Eventually new management was brought in with promises of improvement, but residents were, once again, deceived. Now those reporting negligence and criminal activity were harassed, intimidated, and unjustly discredited. Gangs loitered on corners and worked well under the management of Cornerstone Corporation.

Following more letters of complaint, there were letters of poor response from government officials. It wasn't until then, that a website was developed. This website displayed photos of drugs and violence on this H.U.D. subsidized property. Numerous threats were published calling for the removal of that website. All threats were reported to Rockland Police and property management without resolution.

In 2005, new corporate partners declared the reputation of 'Rockland Place' had been destroyed by news articles, police reports, and by the publicity of that original website. They promised to clean up the crime with security cameras and a police substation on their subsidized property. While nuisance tenants and disruptive guests remained, the webmasters' were eliminated. Still, no security cameras or police substation. The only cleanup that took place were new appliances, paint, and cosmetic renovations -- Oh yes, word and name changes too.

There is constant confusion and conflict as to the official name of this H.U.D. subsidized housing complex. For example, Rockland Place has now become Spring Gate to rent payers.   And though the entrance sign has been changed to 'Spring Gate', H.U.D. and other officials continue to note it as 'Rockland Place'.
So, what has DBAing really done except to create a travesty of 'change'? Residents continue to see the same faces in management, maintenance, and corporate attorneys. Policies and procedures remain the same; deceptive. From advertisements to corporate partnership names, these new owners are wizards at words. It's my guess this grand illusion has enriched several partners associated with Rockland Place dba Spring Gate. The 'new' takeover of Rockland Place Apts. is more a cover-up than a clean-up.

DISTORTED RENTAL INCOME

The First Hartford Corporation AND Rockland Place Apartments rental income increased approximately $1,847,000 as a result of the following:

During fiscal year 2010, the Company was required, as the managing general partner, pursuant to the applicable accounting guidance, to consolidate Clarendon Hill Somerville Limited Partnership, which acquired a 501 unit apartment complex on April 9, 2010. This resulted in approximately $434,000 of additional rental income during fiscal year 2010.
Rental income from THE APARTMENT COMPLEX IN ROCKLAND, MASSACHUSETTS increased approximately $247,000 during fiscal year 2010 as a result of improved occupancy and a rent increase. The importance of this increase in rental income is DISTORTED BY THE FACT that approximately 99.99% of these properties are owned by the non-controlling partners.

The Company ended the period with approximately $3,425,000 of unrestricted cash and cash equivalents. Unrestricted cash and cash equivalents includes approximately $2,496,000 belonging to less than wholly-owned consolidated partnerships (CP Associates $1,653,000, and Rockland Place LP $843,000). Funds received from CVS Pharmacy which are to be paid out in connection with CVS development projects amounted to approximately $2,672,000 and are included in restricted cash and cash equivalents.

For very good reason, I've become quite interested in the unethical dealings of politicians and multifamily housing developers connected with HUD funds and Low-Income Housing Tax Credits....

H.H. BROOKINS was credited with launching the political careers of REP. MAXINE WATERS, D-Calif. , and former Los Angeles Mayor Tom Bradley . Later, he became bishop of the AME district that included Washington, where he befriended Mayor Marion Barry. His political connections helped him land several lucrative government contracts over the course of his career.
But while H.H. Brookins' influence could help his son circumnavigate Las Vegas politics, his connection to ROZET was a stumbling block with HUD officials who were leery of the possibility that Shepherd Hills might be in cahoots with ROZET, who's been accused of defrauding the government by collecting excess subsidies, and improperly pocketing millions of taxpayer dollars in a massive kickback and insurance scam.
"Our ROZET connection was a problem. Many (HUD officials) have it out for ROZET. I think they thought he would come back in through the back of the deal," Steven Brookins said.
When negotiations became difficult, Steven Brookins said, "I had my dad and Jesse (Jackson) go see them (HUD officials) ..."
At a meeting in Washington in December 1996, HUD officials, ROZET, the Brookins, Wasson and SEVERAL OTHERS cut a deal on the SIERRA NEVADA ARMS property. Click here to read more.

United Conflicts of Interest

It doesn't make it proper, but don't most of our politicians have hidden conflicts of interests nowadays?    I mean, how else could Rockland Place Apartments dba Spring Gate get away with what they've been getting away with?
       Another BREAK and ENTER was reported at 82 Martha DriveAnd yes, that really is one of the SUBSIDIZED RESIDENTIAL buildings where another business is listed; I believe a Mariott Hotel and/or Friendly's Restaurant is listed at that address.  If only promises of security cameras were honored by corporate partners and HUD; they might have the evidence needed to stop the crime that takes place on their nuisance property.  So who and what really benefits from tax dollars and tax credits being poured into subsidized housing?

GHETTO APPROVED FINANCING

In reality, Bill H.R. 4868 will NOT preserve SAFE, DECENT, affordable housing for low-income residents in HUD-financed housing.  What makes me say this?    Because, what doesn't exist, CAN NOT be preserved!   For the most part, this Bill would PRESERVE and further FINANCE ghetto lifestyles.  Too many multifamily properties serve as havens for criminal activities.  It will preserve the victimization of innocent residents who continue suffering at the hands of politically-connected, corporate landlords who habitually act in illegal ways.  Yes, this type of corporate landlord really does exist!
        One  example of unsafe and indecent HUD-financed housing is within the deceptive business practices at Rockland Place dba Spring Gate Apts. which is run by some anonymous individuals buried within various partnerships, hiding within conglomerate investment firms, with numerous attorneys and political campaign financiers.  Could this be who Barney Frank is really trying to help with this Bill?  For every worded benefit is a loophole or a lawmaker who looks the other way when conglomerate corporations violate individuals, sometimes for 10-years and longer.  How dare our federal government continue to finance criminal acts against innocent citizens under the HUD programs!

Unsafe and Indecent Housing

      Violence and drug sales take place on many MHFA and HUD financed properties, maybe because it takes at least 4+ years to install promised security cameras on their nuisance properties. Whether you call it Spring Gate or Rockland Place, addicts and resellers still know where to buy the stuff.  This 204-unit Rockland multifamily complex remains without security cameras and still has no police substation!      Another serious incident took place at Spring Gate Apartments on July 20, 2010.  People insist a gun was fired around 7:30 pm at the PLAYGROUNDyet, there was no mention of this shooting in any newspaper article.  There was also no mention of which residents were involved. Rockland Police and an Abington ambulance remained in the area for over an hour.

     Why are crimes by certain apartment dwellers usually minimized and swept under the government-funded carpets? Why do government agencies, Rockland Place hedge fund partners and management offer false hope and security to vulnerable Spring Gate residents when more funds are to be had?  They PRETEND to want resolve to ongoing crime issues by using the same cycle of inadequate procedures. All the while, corporate partners collect higher rents and tax credits, and political campaigns receive larger 'contributions'.  Somehow, quality-of-life for concerned and vulnerable low-income citizens gets lost in the shuffle.  In private, officials answer legitimately concerned residents with snide comments like, 'there are worse places to live', AND, 'you can always move if you don't like it'.

Favors in Government Financed Housing

"It's all about politics," one of the current corporate partners at Rockland Place Apartments dba SpringGate and former executive at Winn, Mr. William M. Connolly, once stated.  This statement was made during a meeting with Rockland Place residents after adding more Rockland Place partnership names to the subsidized housing complex in Rockland, Mass.
     I always wondered what that particular statement meant, but after reading of campaign contributions and special interests, witnessing serious breaches and legal violations allowed on this subsidized property in Rockland, and after following some interesting articles in The Boston Globe, I think I understand.  It's sad and tragic how greed and corruption have taken priority over doing what's ethical and just.
      Former Massachusetts state senator Dianne Wilkerson admitted to a federal judge that she took $23,500 in bribes, saying later that she had pleaded guilty to attempted extortion charges .......

BE PREPARED AGAIN

Wednesday, 6-23-2010, an Inspector from Boston Capital, the syndicator of the Tax Credit program, was on site at Rockland Place dba SpringGate Apts.  Though only ten apartments were inspected, ALL RESIDENTS were warned by Management to be prepared for another inspection.
      Most certainly, Management continues to appreciate tenants' cooperation in not speaking out, and is ever so sorry for the serious inconveniences to their tenants' lives (as long as their corporations and numerous limited liability partnerships continue getting their Tax Credits and State and Federal funds).  Hopefully, tenants will remember to check their lugnuts each and every time before exiting this chaotic housing complex for a Safe and Happy Summer!

One separate inspection from each agency and corporation total 4 to 5 likely inspections each year.  So tenants must again drop all plans and be prepared!  With MassHousing, HUD, Rockland Housing Authority, Boston Capitalproperty management and head of maintenance 'performing' so many 'annual' inspections, I'd think Rockland Place dba Spring Gate Apts. would be more appropriately managed.  How many years have tenants had to deal with faulty fire alarm panels and loud alarms seriously disrupting lives while Tyco-Simplex Grinnell continue to allegedly repair and inspect their installed system?  

Oh well, at least SpringGate children, ages 2 to 12 yrs. old, FINALLY get a playground to play in.  It beats playing in the midst of violent assaults and SpringGate traffic!

Pirates in the Palace

'SpringGate Apts.', officially known as 'Rockland Place', and sarcastically nicknamed 'The Palace', continues to run false and misleading advertisements while rents are raised.  Ads boast 'luxurious living' at this government subsidized housing complex.  Other ads for these residentially-zoned apartments continue to claim 141 Martha Drive as a self-storage facility.  Mark Stahley of MassHousing removed previous business listings at this same address; however, the false ads continue to be placed.  Considering what I've witnessed and experienced on this tax-credited property, the self-storage facility and other business listings likely serve some illegal purpose. It's a hedge fund haven for greed and havoc.  Individual investors continue to hide behind various corporate and partnership names.

On May 25, 2010, about fifteen legitimate residents attended the rent increase meeting with questions that received little or no definitive answers. .... Nothing new about that.
      One tenant asked if this corporate landlord planned on reinstalling the speed bumps which were removed  during renovations several years ago. Residents were concerned to hear about two children recently struck by a speeding vehicle inside this housing complex.  Speed limit signs have been missing for years now.  Or maybe they're just faded and illegible, like their handicapped parking signs.

      On the morning of the rent increase meeting, around 7 a.m., police received an emergency call.  Seems someone's black car, with New Hampshire plates, turned into a boat.  The car disappeared from SpringGate's luxurious guest parking lot and was found in the moat or murky waters below.  The unleveled and unpaved patch of land usually holds 6-8 cars.  If a 2-foot, concrete, retainer wall were in place, it could have acted as a barrier to the stream to prevent such mishaps.... Or maybe SpringGate Apartments plans to also advertise the luxurious amenity of underground parking?

     It seems like an interesting conference for their Housing Colleagues. It could be even more interesting if TAP could hold a conference on the critically important issues of fraud, drugs and money laundering.  Another interesting conference might be 'When Children Witness Violence on HUD properties'.
     ON ANOTHER NOTE, a multiple page notice was hung by the building doors at Rockland Place dba SpringGate for another request to raise rents due to increased utility costs.  The meeting will be held at 5:30pm on May 25, 2010 at the Community Room, 52 Hannah Way, Rockland, MA.
     To save money on utilities, Spring Gate's management really could stop providing a FREE place of residence for those NOT LISTED on occupancy agreements, especially when they have a criminal history and/or a steady source of income.  Live-ins who flush toilets, take showers, and use electricity, along with the continued operation of a self-storage facility, etc. from subsidized apartments, causes an unnecessary and unfair expense for legitimate tenants and taxpayers!

Rockland Place Apts. is listed as a hedge fund under Boston Capital, listed under NMHC.    Connolly and PARTNERS LLC is listed as an associate member of NMHC and is JUST ONE of the LISTED OWNERS of this 204-unit, HUD subsidized, housing complex.  He never installed those promised security cameras to curb illegal activities at Rockland Place dba Spring Gate Apts.  They claim First Hartford Realty manages the tax-credited property. However, Janet Hamilton of Cornerstone Corporation continues to be the onsite property manager.  And, who are the executives of Cornerstone?  Nothing going on here!

Free from Retaliation

Live life free from retaliation? .... No such thing on some government subsidized properties like Rockland Place dba Spring Gate Apartments.  And, when Housing Courts pressure unrepresented tenants into mediation proceedings based on deceptions, with represented corporate landlords, there is little, if any, justice served.  HUD financing of such housing complexes needs to be abolished as long as unfair housing practices with illegal drug activity is secretly supported by owners and property managers.  In the long run, such nuisance properties do not benefit America.

H.R. 4868

The House Financial Services Committee will address H.R. 4868, the “Housing Preservation and Tenant Protection Act of 2010,” in May.  Please contact your elected representatives to urge them to OPPOSE H.R. 4868 especially if the following IMPORTANT SECTIONS, which help to protect tenants, are removed from this Bill.

*   Federal First Right of Refusal (SECTION 107), requires the owner of the property to offer the U.S. Department of Housing and Urban Development (HUD) the opportunity to purchase the housing before entering into any agreement to sell their property.

**  Pre-emption of Federal Law (SECTION 108(d)), permits states and localities to regulate owners of projects assisted under federal laws with respect to preservation and tenant protection even if the regulation conflicts with federal law and policies.

*** Resident Access to Building Information (SECTION 304), allows personal and private investor information regarding the owners to be available to the residents.

For several good reasons, I believe that Resident Access to Building Information (Section 304), is a necessity to obtain improved accountability in subsidized housing.  If this section is included and then enforced in this Bill, it could help improve bad conditions on these subsidized properties and better limit fraud, waste, and abuse.
If you also feel these sections definitely need to be included in H.R. 4868, as written above, please contact your elected officials who serve on the House Financial Services Committee and tell them so!  Also, let them know you are a Constituent and would appreciate enforcement of laws and HUD rules and regulations on their properties.

Misleading Advertisement for SpringGate

It's amazing how well they're able to present their subsidized property in misleading advertisements. (more on this topic at a later date).

    SpringGate Management sent another notice to residents today.  This most recent notice had a date change from April 10, 2010 to May 10, 2010.  
SPRING GATE APARTMENTS
TO: ALL RESIDENTS       FROM: MANAGEMENT OFFICE
SUBJECT: HUD INSPECTION          DATE: 5/6/2010
The Department of Housing and Urban Development (HUD) will be conducting an inspection of the property on April 10, 2010. In preparation for this inspection management is requesting your cooperation in addressing the following health and safety violations if they are present in your apartment or building.
1.) Remove all personal belongings from the hallway. The hallways are for egress only. They are not for storage of bicycles, carriages, shoes etc.
2.) Remove any belongings from the front and rear entry doors to your apartment if they inhibit the door from opening all the way.
3.) Remove air conditioners from bedroom windows. Your bedroom window is considered an emergency exit. That's why the AC sleeves were installed. Also, do not block your bedroom windows with furniture.
4.) Do not remove or disconnect your fire detection devices. If you are having a problem with them let management know.
5.) Remove rubbish or extraneous materials from your deck.
Maintenance will be going through the hallways early Monday morning. Any belongings left in the hallways will be discarded.

     I have a question: Why doesn't Management usually care about cluttered hallways which endanger tenants' lives, except for when the property is being inspected?


Desirable Apartment Living for the Non-Compliant

     I was really surprised to discover Connolly and Partners LLC (one of the listed owners of Rockland Place dba SpringGate Apartments in Rockland, Mass.) is an Associate Member of The National Multi Housing CouncilNMHC is an organization that provides leadership for the apartment industry on legislative and regulatory matters, advances research and the exchange of strategic business information, and allegedly promotes the desirability of apartment living.  I would think 'desirability of apartment living' would include the needs of EVERY TENANT, including the disabled and handicapped.

     Because this property manager continues to delay and make excuses for noncompliance of laws and regulations while accepting government funds, tax credits, and rent payments, perhaps the HUD inspector might possibly resolve the issues of missing screens on handicapped apartment patio doors, lack of wheelchair ramps to mailboxes and entrance/exits; poor lighting in common areas at night, unfair parking policies including the lack of handicapped parking spots, criminal activities on property, etc. etc. etc.  Take an honest and hard look at what you're inspecting please!  Some unannounced evening inspections through parking lots and hallways could reveal more non-compliance issues.
      Officials may also want to take an unobjective view of Management's tenant list and compare that with who REALLY lives on their subsidized property, financed by taxpayers and legitimate residents.  Though reported by several tenants throughout many years, these problems continue to exist at this 204-unit housing complex inspected by HUD, MassHousing, Rockland Housing Authority, Cornerstone, Boston Capital, and Connolly and Partners LLC.

Inspections with Little Compliance

While tenants continue to wait for corporate management's compliance of lease agreements and promises made regarding safety issues, ANOTHER notice of inspection was sent to residents at Rockland Place Apartments. This time the notice wears the SpringGate Apartments letterhead/logo and reads:

May 4, 2010   TO: ALL RESIDENTS    RE: HUD INSPECTION
      On Monday May 10, 2010 an Inspector from the Real Estate Assessment Center (REAC) will be on site at Spring Gate Apartments to perform an inspection of the property for HUD. All areas of the property will be inspected including buildings, grounds, common areas and approximately 20 apartments which will be chosen at random by the inspector on the day of the inspection. Since there will be no additional notice regarding which units will be inspected all residents should be prepared.
      The REAC Inspector will be accompanied by Spring Gate management staff. Your presence is welcome during the inspection but not mandatory. If your unit is chosen and you are not home we will leave a notice in your apartment apprising you of our visit. In the event that the inspection takes longer than anticipated it is possible the inspection could run into Tuesday the 11th so please be prepared. Also, if the inspection has to be rescheduled for any reason the Management Office will notify you of the change.
      We appreciate your cooperation in preparing for this very important inspection. Please call the office if you have any questions or concerns.

It's been my experience, MassHousing and HUD inspections mean little for the safety of tenants on these subsidized properties, especially when this corporate landlord is quietly allowed to be in non-compliance of rules, regulations, and laws, including the number of appropriate tenants in 1, 2, and 3 bedroom units.  A new coat of paint on curbs will do little to relieve the anxieties tenants feel from car vandalisms, faulty fire alarm panels, harassments, retaliations, and other illegal activities existing on this tax-credited property.

A Glance Inside Subsidized Housing

We are only aware of one incident but felt it important enough for you and families safety to let you know about it. We suggest that you check your tires before leaving the property to ensure your safety. As always we also encourage all residents to keep watch of their neighborhood and to report to the office anyone who you think could be responsible for doing something that is so dangerous.       This notice was sent to tenants at Rockland Place dba Spring Gate Apts. in Rockland, Massachusetts.  Janet Hamilton is employed by Cornerstone Corporation, acting as agent for FHRC and property manager of this nuisance HUD subsidized property.  Why aren't there any corporate names listed on this recent notice?

        While residents' lives are threatened, crime at Rockland Place is minimized by authorities.  Management intentionally favors several non-compliant tenants and even rents to those with criminal histories.   They do NOT take effective crime prevention measures on this subsidized property.  Several years ago, new owners and management promised concerned residents the installation of security cameras; but as usual, it was just another empty promise.
        In this latest notice, I especially enjoyed reading the line of how Management 'always encourages residents to keep watch of their neighborhood and to report to the office....'. 
       Let it be known that this corporate landlord/management has a tendency to retaliate against those who 'REPORT'

Cornerstone Violates Laws Again

Cornerstone Corporation and their affiliates continue to operate numerous subsidized housing complexes including RoxSE Homes. Although on the Board of Directors for NEAHMA (New England Affordable Housing Management Association), Cornerstone Corporation has been justifiably accused of habitually violating occupancy agreements, tenant rights, and laws in other subsidized housing complexes too.

.... DECEMBER 16, 2009 - A settlement was reached in Boston with Attorney General Martha Coakley and Cornerstone Corporation.  The complaint alleges that, despite knowing that the tenant was a licensed foster parent, Cornerstone and Evans accused her falsely of operating a day-care center out of her apartment, twice threatening to evict the tenant and her family unless such activity was ceased.

It is illegal, under state and federal law, to discriminate against a person based on his or her familial status, including foster parent relationships. Under terms of the consent judgment, entered by Suffolk Superior Court Judge Linda Giles, Cornerstone and Evans will pay $15,000 to the Commonwealth with $10,000 suspending pending compliance by the defendants with the terms of the consent judgment.

The defendants are barred from further discrimination by the consent judgment, which requires that all Cornerstone employees receive training on state and federal fair housing laws. Cornerstone is also required to adopt comprehensive non-discrimination policies by the judgment.  A separate agreement entered into by the defendants requires them to pay the victim $30,864.08.

The defendants are also required by the consent judgment to conduct a thorough and documented factual investigation prior to accusing a resident of violating a lease provision.

Authorities Enable Affiliated Abusers

Too many legal residents at Rockland Place, Clarendon Hill Towers, and RoxSe Homes have had to endure Management's retaliation, abuse, and deliberate neglect on MassHousing/HUD subsidized properties.
Click this line to read more details of this particular case.   Some of the same individual executives and partners are listed under various corporate names and partnerships operating subsidized apartment complexes.  One such example is McNeil Management and Cornerstone Corporation.  There are several others.  So while authorities appear to change corporate management and ownership on these subsidized properties, often the same abusive people remain in control.

Another Memo

     Management at Rockland Place dba Spring Gate Apts. notified residents that alarms on 2nd floors will be tested by Simplex Grinnell.  How comforting to learn of so many suits against this particular alarm company!  Makes me wonder why anyone would hire them to install or inspect anything.

Corporate management of Rockland Place continues providing open-ended notices to enter residents' apartments.  So if you have a night job and sleep in the day,  management and maintenance may walk in your unit from February 1st thru _____?  Your guess is as good as mine.   So don't get too comfy in your subsidized home because Ms. Hamilton and Rockland Place don't necessarily have to comply with laws.

     So what is the point of background checks when ex-cons, sexual deviants, and drug dealers are allowed on this subsidized multifamily property?

Is Barney Frankly Speaking?

     Read the recent Boston Globe article:  In 2010, Barney Frank hopes to abolish Fannie and Freddie.
     In 2003, Massachusetts Representative, Barney Frank (D), stated Fannie and Freddie weren't in a financial crisis, and were financially sound.  Despite warnings, he saw no problem with these government-run lenders. (See video.)

Regulating Salt Intake

Have you heard the U.S. government now wants to regulate our salt intake?  I could see it now.  When property managers of HUD subsidized housing perform their annual, bi-annual, or monthly apartment inspections, they will now have the excuse to rummage through residents' cupboards to keep track of hidden salt containers.  Give me a break!

   I think before our government decides to regulate anymore of our personal lives, they need to effectively regulate the illegal drugs stored and sold on their subsidized properties.  If ever they succeed at keeping that promise, then maybe we can talk about government salt regulations.  No?

Fire at Spring Gate Housing Complex

Rockland Fire Dept. and Rockland Police responded to a couch fire at 177 Martha Drive, Apt. D, Rockland, Mass. around 8:40 P.M. Friday night, January 8, 2010.  Alarms sounded with smoke in hallway. Cornerstone Corporation's maintenance staff was notified. A Hanover ambulance left the renovated, government subsidized property at 9:00 P.M.

Murder in Rockland

A Rockland man who frequents Spring Gate Apartments allegedly stabbed a Hanover man to death at a boarding house on the corner of Union and Market Street in Rockland, MA.  Rockland Police visited the Spring Gate subsidized apartment complex, located on Martha Drive and Hannah Way in Rockland, shortly after the stabbing on New Year's Day 2010.  Rockland Place Apartments and this particular boarding house are known for renting to those involved in drugs and violence.

 5 Union Street, Rockland, MA was previously a nursing home but now rents rooms by the week.  The building is believed to be owned by Empire, an affiliate of Weichert Realtors.
 In February 2009, Police say Hanson, of 148 Union St., Rockland, and her passenger, Curtin, of 5 Union St., Rockland, led police on a car chase through three towns after Hanson was caught shooting up drugs in her car and tried to stab a police officer with the needle.
